The Licensing and Compliance Monitoring branch is responsible for monitoring and inspecting Continuing Care Homes, Supportive Living Accommodations and Home and Community Care for compliance to legislated standards under the Continuing Care Act. The branch is also responsible for licensing, complaints, incidents and reporting in the continuing care sector.

Role Responsibilities

Are you a highly skilled and proactive Senior Systems Analyst eager to optimize performance and ensure the data integrity and security of large, complex IT systems? You will serve as our technical expert, driving operational stability and continuous improvement.

In this role, you will:

  • Lead IT Initiatives: Play a major role in the development, maintenance, and enhancement of complex application systems.
  • Analyze & Visualize Data: Perform advanced data analysis and create insightful visualizations using tools such as advanced Excel, Power BI, and Tableau.
  • Drive Risk Assessment: Manage an extensive risk assessment project, integrating multiple data sources to generate risk scores used for visit prioritization and response.


In this pivotal role, you will perform comprehensive senior-level database administration, guaranteeing secure, reliable, and efficient data access across the organization. This means you will not only provide robust support for online systems and associated services to maintain operational stability but also meticulously review database systems to ensure full compliance with design specifications, branch standards, and departmental policies.

Furthermore, you will act as a senior technical lead on major system enhancement projects, offering crucial expert guidance throughout the entire project lifecycle. You will proactively consult with maintenance and development teams to promote optimal use of existing database environments and software, tirelessly ensuring peak performance of branch application systems through planned monitoring, performance tuning, and proactive issue resolution. Your contributions will be vital in strategic planning for long-term database and system improvements.

As a Senior Systems Analyst, your robust analytical skills will be critical in transforming raw data into actionable, strategic insights. You will leverage Power Query to efficiently extract, clean, and shape complex datasets from multiple sources. Utilizing advanced Excel formulas and basic statistical analysis, you will identify key trends, anomalies, and performance metrics. Furthermore, you will bring this data to life by designing intuitive dashboards and compelling visualizations in tools like Power BI and Tableau, empowering our team to make informed, data-driven decisions.

  • Oversee Database Administration: You will perform comprehensive senior-level database administration tasks, ensuring secure, reliable, and efficient data access across the organization.
  • Ensure System Compliance and Optimization: You will review database systems for full compliance with design specifications, branch standards, and departmental policies, and optimize existing database environments.
  • Evaluate New Technologies: You will evaluate new database products, tools, and technologies to identify opportunities for cost-effective service improvements and modernization.
  • Lead Technical Projects: You will act as a senior technical lead on major system enhancement projects, providing expert guidance throughout the project lifecycle.
  • Provide Multi-Functional System Support: You will serve as a senior technical resource, addressing ongoing operational requirements and ensuring the operational stability of online systems.
  • Drive Performance Tuning: You will ensure peak performance of branch application systems through planned monitoring, performance tuning, and proactive issue resolution.
  • Collaborate and Consult: You will consult with maintenance and development teams to promote optimal use of database environments and contribute to their ongoing success.

Qualifications

Requirements:

  • University graduation (4 years) in computer science or a related discipline plus two (2) years of related experience; or equivalent as described:
    A related two-year diploma in computer technology or a related discipline from a recognized postsecondary institution and four (4) years of related experience; or a related one-year certificate from a recognized post-secondary institution and five (5) years related experience.

Assets:

  • Information Technology (IT) experience with complex computer systems including system architecture, technological system requirements and support.
  • Proficiency in advanced data analysis and visualization tools (Power Query, advanced Excel, Power BI, Tableau) alongside a solid foundation in basic statistical analysis
  • Previous experience with new software configuration and implementation for a large organization.
  • Previous experience in continuing care or health sectors.
  • Previous experience with compliance inspections and monitoring, licensing, complaints, incidents and reporting.

Notes

Hours of work: 36.25 hours per week, Monday to Friday, 8:15 to 4:30.

Available positions: There is one (1) full-time temporary position up to March 31, 2028.
