The Data & Content Management (DCM) division within the Ministry of Technology and Innovation (TI) is accountable for the Government of Alberta Data Strategy; enterprise-wide content management advice and services including data, information and records services; and the government’s internal artificial intelligence program including robotic process automation.

The Enterprise Content Management (ECM) branch pprovides government-wide leadership, strategic direction and delivery of services related to the governance and management of content, information, and records to ensure they are managed in alignment with applicable legislation and policy instruments.

Role Responsibilities

The ECM branch is looking for a Senior Information Discovery Lead. This position reports to the Manager, Active File Management.

The responsibilities of this role include:

  • Providing leadership and guidance to the Information Discovery & Litigation Support Services team, including training staff, setting priorities, monitoring service levels, and promoting innovative approaches for business needs.
  • Monitoring and ensuring quality control and compliance of Information Discovery services by creating and improving processes, evaluating new and emerging technologies, and implementing performance measures.
  • Offering consultation and advice on information discovery, building relationships with stakeholders, providing training, and acting as a liaison with legal counsel and other service providers.
  • Overseeing the implementation and integration of processes with automation of work workflows for information discovery services, change management, developing training materials, and improving standards and procedures.
  • Leading development of repeatable processes for M365 eDiscovery Share Drives, One Drives, Electronic Content Management (ECM) and other repositories, including advanced search techniques, applying legal holds, and documenting workflows for both test and production environments.
  • Project leadership, plan, develop, coordinate and monitor end to end discovery activities, using sound project management practices to deliver timely, high-quality, and value-added outcomes.
  • Service modernization - advanced adoption of automation, artificial intelligence, and workflow integration to strengthen defensible processes, increase efficiency and improve service consistency across departments.


To be successful in this position, you will demonstrate:

  • Extensive knowledge in records/information management standards, policies and security classifications.
  • Extensive knowledge and experience in Project Management practices.
  • Progressive experience in managing and supervising staff, including workload and time-sensitive service levels.
  • Ability to communicate effectively (verbal and written) specially during intense discussions or conversations.
  • Ability collaborate, build positive networks and communicate clearly within the Information Discovery & Litigation Support Services team, the various levels of stakeholders, the Legal Counsel team with the department of Justice and the AFM/ECM team at large.
  • High level communication skills (verbal, written and including presentations) which are required to create effective working relationships and produce relevant information.

Qualifications

Requirements:

  • Bachelor’s degree in Public or Business Administration, supplemented by at least four (4) years of progressively responsible experience.
  • Four (4) plus years experience in supervising staff.
  • Considerable knowledge and experience in litigation support services including collection of information/records, managing preservation/holds, information management, project management, records management and content management.
  • Knowledge and experience with search tools used in GoA.
  • Knowledge on how to use the M365 compliance center/eDiscovery and collaboration tools for an effective searching and discovery.


Equivalencies:

  • A related two-year diploma and a minimum of six (6) years of related experience; or
  • A related one-year certificate and a minimum of seven (7) years of related experience; or
  • A minimum of eight (8) years of related experience.


Assets:

  • Diploma/Certificate in Paralegal Studies.
  • Legal Office Assistant Certificate.

Hours of Work: 7.25 hours daily / 36.25 weekly – Monday to Friday
