Role Responsibilities
Reporting to the Team Lead, Funding Analysis and Analytics Branch, you would function in a team environment to complete timely and accurate school authority budget allocation and profiles; working within the parameters of relevant legislation; Ministry and government policies, guidelines, and business practices. These documents and projections are critical inputs to Executive Team decision-making and support the coordination, compilation, and consolidation of Ministry budget and financial submissions to Alberta Treasury Board and Finance.
As a key member of Funding Analysis and Analytics Branch, major responsibilities of the position include:
- Develop scenarios, models, and methods to describe, examine, and evaluate solutions to complex budget and financial issues facing the Ministry and contribute to informed decision-making by senior Ministry representatives and stakeholders and take a leadership role in the planning, visioning and exploration of Ministry business intelligence and analytical products and solutions.
- Collaborate with program managers and senior technologists to promote teamwork, communication, quality service, and shared achievement of desired outcomes.
- Develop questionnaires and surveys and coordinate the implementation of surveys and determine most appropriate statistical and analytical methods, and applies advanced statistical techniques as required. interprets the results to identify the implications.
- Develop, coordinate and prepare the annual school authority funding framework allocations and coordinate, reconcile, and manage budget profiles and enrolment projections.
- Investigate new approaches, methodologies, and technologies to identify those with potential to provide enhanced analytical solutions to stakeholders.
- Develop, plan and forecast a funding model to help identify funding framework implications, demographic and enrolment changes, and grant rates, analyze demographic and financial data to determine trends, risks, and opportunities.
- Analyzes complex issues and compares jurisdictional models to funding model for adequacy, equitability, and sustainable education funding.
- Collects, analyzes, and prepares financial data and contributes to development and refinement of funding framework for input to decision-making by the Executive Team, Deputy Minister, and Minister.

Qualifications
University graduation in a related field (Business, Economics, Statistics, etc) plus 4 years progressively responsible related experience; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
Required Skills:
- Experience applying statistical methodologies, collecting, validating, and analyzing quantitative data, and using advanced Microsoft Excel functions to support financial analysis and reporting.
- Ability to develop scenarios, models, forecasts, and analytical approaches to assess complex budget, funding, enrolment, and financial issues.
- Strong analytical and systems-thinking skills to interpret legislation, policy requirements, funding frameworks, demographic trends, and stakeholder needs in an integrated way.
- Experience preparing clear, accurate financial data, allocation profiles, budget projections, briefing materials, or reports to support senior leadership decision-making.
- Ability to investigate emerging methods, tools, technologies, and jurisdictional approaches to identify practical improvements to analytical products and business intelligence solutions.
- Strong collaboration and communication skills to work with program managers, senior technologists, stakeholders, and team members to achieve shared outcomes.
- Ability to manage competing priorities, adapt to changing requirements, and deliver timely and accurate work in support of Ministry and government business processes.
- Extensive and demonstrated computer experience in the use of advanced software for data management and statistical analysis (e.g. SPSS).
Assets:
- A Master's degree in a discipline related to the position assignment with major focus on applied research and advanced statistics, plus 4-7 years related experience will be an Asset.
- Knowledge of principles and practices in basic (K-12) learning, project management and consulting supplemented by substantial related work experience.
- Knowledge of related department policies, legislation and programs.

There is one permanent position available in Edmonton. This position is 36.25 hours per week, 8:15 a.m.- 4:30 p.m.
