This Branch is part of the Primary Agriculture Division within the Ministry of Agriculture and Irrigation which owns and operates a portfolio of more than 200 dams and other water management infrastructure projects /systems with a total replacement value over $12 billion. The portfolio includes 70 dams, approximately 535 kilometres canals, headworks /diversion structures, dikes and flood control structures.

Role Responsibilities

If you have a strong hands-on civil or mechanical aptitude and are interested in contributing to water management infrastructure in the province, then we have an opportunity for you as an Operations & Maintenance (O&M) Supervisor.

Reporting to the area Team Lead, this role is critical in the on-going safe and efficient operation, maintenance, and inspections of large, complex, and high risk provincially owned water infrastructure projects over a large geographical area. These infrastructure systems vary significantly in scale and complexity, encompassing lake stabilization systems -- including dams classified as very high, high, significant, and low consequence -- as well as other water management and drainage structures such as canals, lake outlet works, and stabilization infrastructure. Each of these assets requires sophisticated, proactive operational oversight to ensure optimal performance and public safety.

Key Responsibilities:

  • Assists in the maintenance, repair and rehabilitation of all provincially owned water management infrastructure.
  • Assists, directs and/or performs repair and maintenance activities on hydraulic infrastructure (dams, canals, dikes, drainage systems, etc.) and other specialized water control equipment.
  • Participates in the development of on-site preventative maintenance programs.
  • Participates in the planning and implementation of regular maintenance routines and major capital refurbishing of infrastructure as required.
  • Identifies repair requirements, procures the resources required to effect repairs and coordinates on-site staff and/or contractors in the repair.
  • Completes required scheduled inspections to determine changing site conditions, structural conditions and maintenance requirements.
  • Inspects canals, rivers, dikes, drainage systems, reservoirs, dam structures, to ensure regulatory compliance.
  • Participates in monitoring and accurately reporting downstream impacts from major flows.
  • Performs all project inspections within encompassed area and identify any site maintenance requirements.
  • Monitors projects to ensure operational objectives are being met during varied flow conditions, including floods and droughts. Operations must ensure project licensed and legislated water management objectives are met and that operating guidelines are followed.
  • Completes inspections and operational adjustments to maintain required water flow and reservoir/lake levels as outlined by operating plans, guidelines, calculations, and supervisor input.
  • Participates in the on-site Workplace Occupational Health and Safety (OH&S) Program in accordance with the Department's Health and Safety policy, and to meet legislative requirements under the OH&S Act, Regulations, Code, and all other applicable Acts and Regulations.
  • Effectively maintains site specific Health and Safety Programs to support employee and public safety in work activities as stipulated in the Government's OH&S Program and maintaining the Branch's Certificate of Recognition (CoR).
  • Ensures proper safety devices and personal protective equipment is available and used, safety practices are adhered to on all job sites, and that any deviances from the standard are reported and corrected.
  • Participates in the review, update, and exercise of Emergency Preparedness Plans and Emergency Response Plans for various dam sites as required.
  • Participating in a standby/on-call rotation for the critical infrastructure systems as required.

As the ideal candidate for the O&M Supervisor position, you will possess:

  • Experience with operation and maintenance of water management infrastructure (dams, canals, hydraulic regulating structures) or related industrial facilities and civil infrastructure.
  • Proficiency in monitoring and data management systems such as SCADA – Supervisory Control and Data Acquisition.
  • Ability to supervise staff and contractors, manage performance, and ensure operational compliance in a similar operational or maintenance environment.
  • Capability to participate in flood routing exercises and provide support during high-water events.

Qualifications

Minimum Recruitment Standard for Technologies 5 classification:
Two-year technical diploma in a related field plus four years related experience; or equivalent as described below.

Equivalency: 
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education.


Preference will be given to candidates holding a Certified Engineering Technologist (C.E.T.) designation or equivalent.

Related diplomas or degrees including but not limited to the following fields will be considered:

  • Civil or Mechanical Engineering.
  • Construction Management. 
  • Environmental Management.
  • Water Resources Management.


Assets will be considered as follows:  

  • Proven experience in the operation, inspection and maintenance of civil infrastructure including: 
    • Dams, canals, spillways, gates and hydraulic regulating structures.
    • Dykes, erosion control works, and river training systems.
  • Practical knowledge of instrumentation, electrical, and mechanical systems associated with water infrastructure, including motorized gate operators and hoisting mechanisms.
  • Strong understanding of dam safety regulations, regional water security, and public safety principles associated with the ownership and operation of water control structures.
  • Working knowledge of SCADA – Supervisory Control and Data Acquisition systems for remove monitoring.

Division/Branch: Primary Agriculture/ Water Infrastructure Operations.
Job Location: Spruce Grove, AB (Telus Building, 250 Diamond Avenue, Spruce Grove, AB T7X 4C7).
This position works a 40-hour week, Monday to Friday. 
Work hours: 8:00am to 5:00pm.

Travel within the community will be necessary, therefore reliable transportation and a valid Class 5 Driver’s License is required.  Further, the incumbent will be required to reside within a 30-minute response time to provide timely response for emergency callouts during normal and flood operations while on the standby rotations.

This position is part of a 24/7 operation and may be subject to standby, callouts, remote alarming and emergency response throughout the year.

This position requires working alone during regular working hours, and while on standby and it may require working in adverse weather conditions.

The successful candidate will be required to complete pre-employment checks including Criminal Record Check, Academic Check and provide a 3-year Driver’s Abstract.
