The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next-generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.     


The Platform branch within DDD is accountable for supporting ministry programs through the planning, development, delivery and operations of user-centered common platform services. The branch builds and develops common platforms and data services that enable product teams to deliver working software that meets the needs of their users. 

Role Responsibilities

The Platform branch is looking for a Team Lead of Performance Analytics. This position reports to the Director of Common Platforms.

The responsibilities of this role include:

Development and implementation of analytics framework (e.g., approaches, methods, models, and products)

  • Planning and leading research to identify goals, outcomes, and benefits for effective performance analytics.
  • Planning and leading the development of data products to analyze the effectiveness of DDD service design solutions across the GoA. 
  • Developing analytic models and methods to generate intelligence that enhances the understanding of specific contexts and user experiences in which the common services are used.
  • Identifying the right/best data sources and ensuring data is fit for purpose.


Planning and Management of Performance Analytics Projects

  • Overseeing the planning and execution of multiple ongoing analytics projects completed by the team.
  • Leading the ongoing monitoring of services and products used to drive continual improvement to common platforms.
  • Supporting service design and product development teams with analysis to facilitate continuous improvement, upgrades, or migration activities. 
  • Identifying and mapping service design solutions and needs across the GoA.
  • Analyzing and mapping ongoing risks and issues as new services are designed and developed, and proposing options to mitigate and address them. 
  • Identifying and mapping service integration needs across the GoA. 
  • Assessing results and products to determine their feasibility and identify operational impacts.
  • Identifying insights and options to provide advice and recommendations regarding areas where there is a need for improvement.
  • Developing presentations and visualizations of results for multiple audiences to interpret results and review products developed by the team for quality assurance (e.g., PowerBI).


Analytics Advisory Services

  • Developing and presenting recommendations and intelligence to senior and executive stakeholders and partner ministry leaders to shape plans for common platforms.
  • Liaising and collaborating with other teams to support the identification of new platform service opportunities at a GoA-level.
  • Leading and participating in cross-jurisdictional information sharing and collaboration activities. 
  • Seeking and actioning opportunities to share information with platform and product teams and other stakeholders.
  • Maintaining awareness of emerging analytical tools and new approaches and methodologies.
  • Serving as ambassadors for analytics, supporting others to improve and interpret data.
  • Engaging with and actively contributing to the internal and external analytics community.

 
Team Supervision and Achievement of Unit Priorities

  • Planning and delegating the team's work, adjusting as needed to adapt to changing priorities and timelines.
  • Leading quality assurance reviews to ensure the team delivers consistent, high-quality, and valid analysis.
  • Leading the team's development of responses to action requests by preparing  briefing notes and communication releases, and consolidating reports across multiple performance analysis projects.
  • Raising senior leaders' awareness of significant emerging issues and participating in the development and implementation of resolution strategies.
  • Developing recommendations to support continual improvement of team processes and functions.

Qualifications

Requirements:

  • A University degree in a related field such as Computer Science, Business, Commerce, Arts, or Technology.
  • Four (4) years of related experience in digital development and delivery approaches.
  • Experience analyzing research data and presenting findings in diverse ways. 
  • Experience conveying technical information to non-technical people and advising decision-makers on technical options. 
  • Experience with design patterns and their application and software architecture considerations. 
  • Experience with database technologies, including relational databases and alternatives. 
  • Experience developing on cloud platforms and utilizing cloud services in development and in solutions. 
  • Experience working with teams that also apply UX design, service design, design thinking, or human-centered design approaches.

 
Equivalencies:

  • A related two-year diploma in related discipline from a recognized post-secondary institution and six (6) years related experience; or
  • A related one-year certificate from a recognized post-secondary institution and seven (7) years related experience.


Assets:

  • Experience in Agile delivery approaches including human-centered design and continuous delivery of value.
  • Experience in Google Analytics.
  • Proficiency with SQL, and some experience with data modeling and data engineering is preferable.
  • Developing data analysis, including statistical and qualitative analysis, and survey design.
  • Understanding and working within given constraints (including but not limited to technology, policy, regulatory, financial, legal, ethical, social, user constraints). 
  • Knowledge of theories, approaches, and methods for performance analytics.
  • Knowledge of Government of Alberta business processes including operational planning, performance measurement frameworks, accountability processes, and public sector reporting practices.
  • Experience in Cloud and DevOps.
