The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next-generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.
 

The Software Delivery branch within DDD is accountable for the excellence of the technical delivery of software. The branch oversees the technical practices of Architecture, CloudOps, DevOps & QA, and Software Development, and enables product and platform teams by providing access to underlying infrastructure such as capability in architecture, cloud services, and common tooling and patterns.
 

Role Responsibilities

The Software Delivery branch is looking for multiple Application Services Managers. These positions will support Treasury Board and Finance, Energy and Minerals, Justice, Advanced Education, Education, Indigenous Relations, and Forestry and Parks. These positions will report to the Associate Director of Software Delivery Application Management Services (AMS).


The responsibilities of these roles include:
 

Ensure the Software Delivery solution and service delivery in the assigned profile is successful and effective in meeting the needs of the ministry clients, stakeholders and Albertans.

  • Developing systems that adhere to the GoA DevSecOps framework, and Enterprise Information Management and Information Technology (IT) standards.
  • Identifying, responding, prioritizing, and approving new system development opportunities.
  • Rationalizing development opportunities across business areas and adopting industry best practices for agile, lean development, and DevSecOps.
  • Managing and mitigating risks related to the delivery of  projects.
  • Ensuring business clients and teams are fully engaged throughout the project lifecycle.
  • Implementing and transitioning systems and solutions, and acquiring project resources.
  • Maintaining and supporting Ministry Applications.
  • Leading intake processes and the prioritization of TI application enhancements.
  • Managing development methodologies, standards and performance metrics.
     

Provide leadership and direction of staff and resources in the Vendor/Contract Management.

  • Providing leadership and direction to a team of system analysts (a blend of employees and contractors) and professional services staff dedicated to supporting critical business applications.
  • Initiating and building an effective relationship with business clients and trusting the team's advice on the use of technology in relation to performance of their business.
     

Facilitate coordination and disaster recovery planning.

  • Planning and coordinating yearly Disaster Recovery Exercises.
  • Assisting areas in developing disaster recovery test plans and business continuity plans.
  • Ensuring all technical procedures (Installation, Configuration, Run books) are documented, updated, and contribute to the maintenance of operational standards.
  • Maintaining facilities related matters for CyberSecurity as well as coordinating closely with Technical Services (infrastructure) across the departments.

Qualifications

Requirements:

  • University degree in a related field such as Computer Science, Technology, Commerce, Arts, or a related discipline.
  • Minimum of four (4) years of related experience in digital development and delivery.
  • Expert knowledge of the Systems Development methodology to ensure effective delivery of service. 
  • Detailed knowledge of the business area along with a general understanding of department business to provide technical solutions to client requests, and to understand the impacts of proposed solutions to the client business. 
  • A general organizational awareness as each application has numerous interfaces.
     

Equivalencies:

  • A related two-year diploma in related discipline from a recognized post-secondary institution and six (6) years related experience; or
  • A related one-year certificate from a recognized post-secondary institution and seven (7) years related experience.
     

Assets:

  • Experience with IMT framework, system delivery lifecycle, and business process re-engineering.
  • Extensive related experience in a leadership role with proven success collaboratively working with multiple stakeholders in the development and implementation of frameworks, strategies, policies, and processes.
  • Knowledge of project management processes, methodologies, principles and techniques.
  • Ability to encourage innovative approaches and question existing ones to ensure the most effective and efficient outcomes delivered.
  • Effective facilitation, negotiation, influencing and conflict resolution skills.
  • Effective presentation skills to communicate solutions to the client.
  • Ability to communicate effectively with technical and non-technical personnel.
  • Ability to develop and maintain collaborative working relationships within the organization, across government and with stakeholders.
  • Ability to balance the needs and interests of these diverse groups and facilitate the delivery of coordinated technology.
  • Ability in leading large and complex initiatives and projects.
