The Ministry of Technology and Innovation is seeking a Systems Analyst to join the Content & Collaboration Services (CCS) team. In this role, you’ll support digital solutions that enable reliable, secure access to critical information across government. Reporting to the Team Lead, you’ll help ensure systems are delivered and maintained effectively to support ongoing operations.
Responsibilities:
Some of the responsibilities of this position include but are not limited to:
- Perform systems analysis to support development, enhancements, and maintenance of applications.
- Design and maintain Electronic Information Management (EIM) systems.
- Contribute to system design, development, testing, and implementation activities.
- Support application updates, testing, and ongoing production operations.
- Provide client-focused support by understanding business needs.
- Continuously enhance technical knowledge and system performance.
- Help ensure secure, reliable access to critical information.
This position provides production support, maintenance and new development activities for these main systems:
OpenText Content Server:
- Supports a key enterprise records management system used across government.
- Serves as a central repository integrated with multiple systems and programs.
Kofax Capture and TotalAgility:
- Supports document digitization, scanning, and metadata capture.
- Implements and manages document processing workflows based on business requirements
- Plays a key role in records digitization and integration with OTCS.
Oracle WebCenter Content (formerly UCM):
- Provides content management support for ministry applications.
- Integrated with business processes and information management practices.
Documentum:
- Supports enterprise content management across multiple ministries.
- Enables access to records with core management and tracking capabilities.
Adlib:
- Converts records for long-term digital preservation.
- Supports batch processing and integration with core systems.
Information Letters (IL):
- Supports a public-facing system for publishing government information.
- Enables submission, tracking, and management of communications.
Additional scope required for this position includes:
- Support governance, stakeholder collaboration, and project coordination activities.
- Contribute to EIM solutions, system improvements, and ongoing application support.

Qualifications
Requirements:
- University degree in a related field such as Computer Science, Information Technology.
- 2 years of related experience in OpenText and Tungsten Automation (formerly Kofax)
Equivalencies: Equivalencies are considered:
- A related two-year diploma in computer technology or a related discipline from a recognized postsecondary institution and four (4) years related experience; or
- A related one-year certificate from a recognized post-secondary institution and five (5) years related experience.
Assets:
- Knowledge of OpenText Content Server 22.x (and later) server administration
- Knowledge of OpenText Content Server 22.x (and later) Web Services, workflow and REST API development
- Experience with OpenText Content Server 22.x (and later) extensions including:
- Extended ECM, Spider, XML Workflow, Electronic Signatures, Active view, Object Importer, Content Intelligence, WebReports, CLM Services for Sharepoint, Blazon and Brava!
- Experience with:
- Kofax Capture and TotalAgility systems administration and development
- Oracle WebLogic and WebCenter Content (formerly UCM).
- Documentum and associated extensions.
- Adlib Server administration
- Knowledge of MSSQL 2016, MSSQL 2016 Server Utilities and Oracle Database 19c (and later).
- Experience with programming principles, techniques, practices, logic and database design
- Experience with application design and change management procedures.
- Experience with Windows 11 – Operating System, Microsoft Office software, and OpenText Enterprice Connect.
- Knowledge of Windows Server 2019 (and later) including server management, security configuration, Task Scheduler and IIS configuration etc.
- Experience with Apache Tomcat configuration.
- Detailed knowledge of data and its relationships so that appropriate database scans for ad hoc queries by clients and management can be generated
- Experience in developing and debugging code in HTML, HTML5, VBA Script and JavaScript
- Experience in developing and modifying code in PowerShell and Batch files
- Ability to develop and debug code in C# (.NET 4 or later), VB Script and MS SQL (2008 and later).
- Experience in developing and modifying Cascading Style Sheets.
- Ability to develop in ASP.NET using the Model View Controller (MVC) architecture with Entity Framework.
