Role Responsibilities
The Government of Alberta’s Ministry of Transportation and Economic Corridor’s is looking for a Business Analyst to join their team in Edmonton, Calgary, or Red Deer. If you are looking for a challenging yet exciting opportunity, look no further and apply!
Reporting to the Manager, Modernization and Business Supports in the Modernization and Strategic Integration (MSI) Branch, the Business Analyst is responsible for assisting in developing and validating processes, protocols, procedures, policies, program, and system application enhancements. They participate in the development, execution, and validation of usability and user acceptance testing to ensure complex legislative, policy, program, and user needs are met.
The Business Analyst will work with Technology and Innovation ministry partners, product teams, and vendors to plan, design, test, and implement digital services to address business needs, while championing product development on behalf of product end users. Business Analyst is responsible for supporting product teams by applying best practice project management principles using agile methods and ways of working to advance the Government of Alberta’s digital strategy.
Your responsibilities include (but are not limited to):
- Guide projects from planning to post-implementation, ensuring alignment with legislation, policy, and stakeholder needs.
- Perform business analysis to refine requirements, improve processes, and support development of system applications and enhancements.
- Provide operational support through testing, documentation, user training, and access management.
- Contribute to continuous improvements and/or transformation of legacy systems and services by supporting strategic and operational planning activities.
- Identify options, trade-off, priorities, alternatives, etc. to optimize service delivery.
- Identify core requirements and legislative constraints for project planning.
- Map and streamline business processes, aligning with policy and program needs.
- Support vendor interactions, RFP processes, and contract activities.
- Conduct risk assessments and develop mitigation strategies.
- Manage user security, system access, and related compliance tasks.
- Maintain data accuracy through reporting, record corrections, and ongoing validation.
With the guidance and strategic advisory of the Manager, the Business Analyst is expected to address unexpected and/or unprecedented challenges across multiple stakeholders, user groups, complex business programs, and IT application environments. The Business Analyst must address challenges and identify mitigations with creative and systems thinking approaches to solutions.

The Business Analyst supports the planning and development of projects or aspects of projects that impact legislation, policy, business processes, and applications across the Department, used by a significant number and range of staff, user groups, and stakeholders. It is important to apply business acumen to involve all impacted parties, both internal and external to the department.

- Skilled at gathering and translating requirements into practical solutions that reflect end-user needs and legislative/policy frameworks.
- Adept at collaborating with cross-functional teams, leveraging strong communication to clarify goals, address concerns, and manage stakeholder expectations.
- Experienced in project coordination with the ability to adapt to changing timelines and priorities while maintaining attention to detail.
- Proficient in problem-solving and decision-making, driving efficient outcomes and process improvements.
- Familiar with change management principles, ensuring successful adoption of new tools and processes.
- Knowledgeable in agile methodologies to plan, execute, and refine iterative development cycles.
- Skilled in analyzing and documenting business processes to streamline operations and align with departmental strategies.
- Adept in facilitating user acceptance testing, data validation, and risk mitigation to ensure consistent quality and compliance.

Qualifications
Requirements:
- University graduation in Business Administration, Information Technology, Computer Sciences, or a related field plus 2 years progressively responsible related experience; or equivalent as described below.
- Experience in business analysis, preferably within government or large organizations.
- Competence in agile, waterfall, and hybrid project methodologies.
- Knowledge of relevant legislation, policies, and procedures.
- Ability to work with diverse teams and stakeholders.
- Capacity to work independently when required.
Equivalencies:
Directly related education or experience considered based on:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Assets:
- HTML
- Knowledge of MOVES, TSIS, ATIOS and other systems used within Alberta’s Registry and Driving and Motor Vehicle Information Landscape.
- Familiarity with Alberta’s Traffic Safety Act (TSA) and associated regulations.
- Familiarity with Alberta Driver and Motor Vehicle Programs.

Term of Employment: Permanent, Full-time position
Hours of Work: 7.25 hours daily / 36.25 weekly – Monday to Friday (8:15 am - 4:30 pm).
Location: Edmonton, Calgary, or Red Deer. Hybrid working options will also be considered.
