The Licensing and Compliance Monitoring branch is responsible for monitoring and inspecting Continuing Care Homes, Supportive Living Accommodations and Home and Community Care for compliance to legislated standards under the Continuing Care Act. The branch is also responsible for licensing, complaints, incidents and reporting in the continuing care sector.

Role Responsibilities

The Senior Business Analyst (SBA) is a key member of the Business Supports unit within the Licensing and Compliance Monitoring branch (LCM). Ongoing transformation of Alberta’s Continuing Care system, along with the expansion of regulatory compliance monitoring and enforcement, necessitates changes to current practices.

As a Senior Business Analyst, you will be providing user and leadership support for the enhancement and secure operation of branch application systems—including Accommodation Standards Tracking and Licensing (ASTRAL) systemand the Public Reporting system—by coordinating with internal and external partners, integrating technology with business processes to improve efficiency, reporting and data inquiries and authorizing appropriate user access.

In this role you will develop and maintain SOPs, user documentation, and internal communications; collaborate with operational teams to refine and pilot processes; prepare briefing and presentation materials for operational policy changes; and conduct research and inter-jurisdictional comparisons to inform recommendations and solutions.

You will also develop and maintain unified information-management and document-storage systems— including data requirements, collection, reporting, automation and analysis to ensure timely, accurate, policy-compliant information that supports evidence-based decision-making.

To be successful in this role you will support the manager in developing branch initiatives and business plans; identify business requirements, stakeholders, risks, and implementation needs; lead project teams; provide IT consultation; facilitate meetings with internal and external partners; and assess requirements to recommend effective courses of action.

The Senior Business Analyst also participates in special task groups by providing constructive guidance to meet project expectations and timelines, and lead data and business analysis initiatives with branch staff and management.

Qualifications

Minimum Recruitment Standards
University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Preference will be given to candidates with education in Computer Science, Software Engineering, or Health Information Systems.

Assets:

  • Information Technology (IT) experience providing technical support for computer system for inspections and licensing.
  • Previous experience in the continuing care sector.
  • Proven ability to provide user support and troubleshoot system issues.
  • Recent knowledge and application of database data integrity measures.

This is a full-time temporary position based in Edmonton ending on Dec 31, 2026.
