Role Responsibilities
The Municipal Planning Advisor provides expert support in land use planning, development administration, and municipal planning services within the Kananaskis Improvement District (KID). The role leads and coordinates planning and development activities, supports strategic and regulatory initiatives, and ensures the effective implementation of planning processes that align with KID’s strategic, business, and operational plans. Responsibilities span development permitting, policy development, communication, research, reporting, and the coordination of municipal planning services across a range of stakeholders.
Key Responsibilities include:
- Managing planning and development services, including developing briefing materials, responding to development related inquiries, and supporting Council initiated planning matters.
- Serving as the primary subject matter expert on the KID Land Use Order and coordinating the development permit process as the KID Development Officer.
- Identifying risks, opportunities, and emerging land use issues, and providing recommendations to support municipal decision making.
- Drafting and delivering planning related communications, triaging stakeholder inquiries, and liaising with communications partners on development matters.
- Supporting municipal initiatives by preparing reports, tracking performance measures, drafting policy and planning resources, and participating in committees or working groups.
- Leading and supporting planning and development projects, including RFP development, grant reporting, business licensing procedures, and contributions to annual planning sessions.

Qualifications
University degree in a related field (Public Administration, Business Administration, Public Policy, Communications, Local Government Administration, Environmental Studies, Political Science) plus 2 years progressively responsible related experience in areas such as issues management, executive and council support, stakeholder relations, communications, legislative analysis, governance coordination, program administration, or project management.
Equivalencies will be considered.
Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year education.
Note: A valid Class 5 driver`s license is required.
Candidates should demonstrate strong knowledge and experience in the following areas:
- Alberta municipal legislation including the Municipal Government Act, Local Authorities Election Act, Provincial Parks Act, Public Lands Act, Alberta Land Stewardship Act, Weed Control Act, and Disaster Management Act.
- Processes related to ministerial orders, including interpretation and assessment of impacts on KID specific planning and development practices.
- Practical understanding of KID’s development permit process, business development applications, grant tracking and reporting, contracting processes, and municipal year end financial cycles.
- Strong working knowledge of Parks Division and Kananaskis Country programs, municipal planning frameworks, operational procedures, and land use management considerations.
- Principles and practices of public sector or municipal financial management relevant to planning and development functions.
- Strategic, business, and operational planning theories, methodologies, and performance measurement frameworks.
- Issues management, conflict mitigation, stakeholder engagement, and intergovernmental collaboration.
Assets
- Enrollment in or completion of the National Advanced Certificate in Local Authority Administration (NACLAA) program.
- Experience with municipal or public sector financial management, including capital and operational budget processes, grant reporting, and planning related financial analysis.
- Exposure to Kananaskis Country programs and Parks Division operations, including land use management and regional planning considerations.
- Experience preparing or coordinating Requests for Proposals (RFPs) and managing contracts related to planning and development services.
- Experience with development permitting processes, business licensing procedures, and related regulatory frameworks.
- Experience supporting strategic, business, or operational planning, including performance measurement and reporting activities.
- Experience in issues management or stakeholder engagement, particularly within government, municipal, or cross agency environments.
- Experience contributing to intergovernmental or cross municipal initiatives, including collaborative planning or service delivery projects.

This is a full-time permanent opportunity in Kananaskis.
This position works Monday to Friday, 8:15 AM-4:30 PM, 36.25 hours a week.
