The Employment and Financial Services (EFS) division works to assist Albertans, particularly vulnerable Albertans, to find stability in their lives and improve their participation and success in the social and economic fabric of Alberta.  We do this through engagement and partnerships: with individual Albertans, communities, employers, other Government of Alberta programs and other levels of government.  The Supervisor plays an integral role in providing operational leadership to meet our ministry’s, regional and provincial business plan objectives.  Engaging in collaboration with Managers and colleagues, the Supervisor leads their team through the implementation and delivery of key services for Albertans.

Role Responsibilities

The Program Delivery Supervisor provides leadership, support, direction, and consultation to professional staff delivering Alberta Supports programs.  As a member of the area supervisor team, this position assists in developing and implementing area, and zonal plans; facilitates changes in program direction; assists staff to develop and implement plans to improve individual performance; and conducts environmental scanning to ensure that quality customer service goals are maintained, service delivery impacts are identified and changes implemented.

This position influences outcomes of strategic directions in the area/zone and province.  It ensures that program services are administered in accordance with accepted practices and guidelines as defined by departmental policy, procedure, and legislation.  This position interacts with clients to resolve complex issues in a variety of situations. The Supervisor represents Alberta Supports in the community, liaising with various interest groups, and representing the Department in many capacities.

 

Key responsibilities include:

  • As a member of the area/zone supervisor team; contributes directly to the development and implementation of area/zone and provincial operations plan goals, and strategies, and to the building of effective and highly motivated unit teams. 
  • Focus of work may encompass supervision and coordination of activities of the Support and Financial Services Coordinator (SFSC) roles or Career & Employments Consultants (CEC) and Assured Income for the Severely Handicapped (AISH), delivering Alberta Supports programs. Utilizes effective supervisory practices to develop and maintain a skilled client-focused staff.
  • Responsible for the delivery of program information and services consistent with the strategic directions of the area/zone and the Provincial Business Plan. 
  • Knowledge of the strategic plan and how operational priorities are influenced and determined.
  • Knowledgeable with Contact Centre models to align staffing compliments towards service excellence.
  • Working collaboratively with stakeholder groups to identify areas of common service and potential collaboration, as well as gaps in service and ways to close those gaps.
  • Works as a team of supervisors within the area/zone and province that oversees the daily operations of the Alberta Supports programs and services; identifying strategic efficiencies, developing strategies, monitoring performance metrics to ensure standards are met, and evaluating achieved outcomes.
  • Providing coaching, training, mentorship, and guidance to PS1 and/or PS3 level to whom you will engage in their development and role competency. 
  • Communicating purposefully to inform Manager(s) on program successes and gaps. 
  • Awareness of operational drivers such as the budget, staffing allocations, impacts of caseload growth, volume management.
  • Understanding of technology and systems such as Microsoft office, including excel, outlook, sharepoint, word, LISA, CCD, CXone and compass.
  • Awareness of data informed decision making and change management implications. 
  • Experience with de-escalation techniques and strategies in conjunction with an understanding and working knowledge of Occupational Health and Safety Supervisor accountabilities. 
  • A valid driver’s license is an asset to this role.

Qualifications

Minimum Requirements: 
A university graduation in a related field (preferably in Social Sciences, Humanities, Business), plus a minimum of 4 years of progressively related experience (preferably in the Financial and Employment and/or Labour Market Programs).  Equivalencies will be considered as follows:
 

  • 2 year Diploma in related field plus 6 years of experience; or 
  • Directly related education or experience on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education will be considered.

Supervisory/Leadership experience is a requirement of the position:

The following are considered assets:

  • Knowledge of legislation, acts and regulations, and guidelines.
  • Knowledge of Labour Market Development Act programs, Employment Insurance program as well as other Federal programs and Services, Alberta Education eligibility, etc. 
  • Understanding and application of theoretical knowledge in human development and behavior, social policy, understanding of factors associated with vulnerable populations, labour market, career planning and development, and diverse barriers to employment and social functioning.
  • Specialized knowledge of the Alberta Supports income and employment support programs, knowledge and understanding of Contact Centre principles, Labour Market and Workforce issues along with applicable legislation, regulations, policies, and procedures.
  • Working knowledge of Master and Subsidiary Agreements and Human Resource accountabilities delegated to this position.
  • Understanding of contact centre functionality.

There is 1 full time, permanent position available, located in High Prairie and the successful candidate will be required to reside in the community of High Prairie.. Hours of work are 36.25 hours weekly, Monday to Friday.
