Role Responsibilities

The Ministry of Health has an exciting opportunity for you to join our team! Our Program Services 2 staff complete a wide range of functions within Alberta Health. The responsibilities assigned to a role may be focused on one type of work or may be a combination from various categories in the following areas.

Program: Assists in the development and implementation of programs and operational policies, including performance measurement and evaluation. Carries out short-term projects or are responsible for a component of a large project or initiative that may impact the branch or division.

Policy: Shape and inform the direction and priorities of the provincial health system, including research, policy and strategy development, implementation, evaluation, and reporting. Develops evidence-based options and analysis, including jurisdictional scans, conducts research to support decision-makers in making informed policy decisions for Health.

Analytics: Responsible for conducting analytic activities and mobilizing analytic products to support and drive evidence-based decisions within Alberta Health and the broader health system, in collaboration with health and non-health system stakeholders and other Government of Alberta departments.

Planning: Collaborates to coordinate activities and integrates information to facilitate forward planning and strategic priority achievement by coordinating, monitoring, and reporting on activities and outcomes in alignment with strategic direction.

Governance: Responsible for legislated and corporate functions regarding agencies, boards, and commissions (ABCs), as well as governance requirements. Drafts Ministerial orders and cabinet packages related to appointments, collaborates with program area staff to develop, review and seek approval of governance documents, provide expert advice, guidance and monitoring of agency governance practices and processes in accordance with existing government frameworks, legislation, and policy.

Information Technology (IT):  Responsible for the provisioning of information technology services in support of Alberta Health goals and priorities of its many stakeholders. Qualifications

Minimum Recruitment Standards (MRS)
Requirements:

  • University graduation in a related field (E.g.: Health Science, Public Health, Public Policy, Humanities, Social Science, Architecture, Business, Communications, Public Administration, Political Science, Interior Design, Economics, Supply Chain Management or Computer Science); no experience required; or equivalent as described below.


Equivalency: 
Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education


To help us better understand your experience, in addition to your resume, we will be asking about your work history in the following areas when you apply. Please note you do not need to have experience in all of these areas as we are recruiting to a variety of roles from this pool:

  • Proven ability to manage politically sensitive issues
  • Working with a government agency
  • Clinical experience in a healthcare setting
  • Knowledge of policy development cycle
  • Budget forecasting, budget analysis and budget reporting
  • Experience in Health Capital Planning, including developing and reviewing needs assessments, business cases, and functional programming  
  • Grant Management
  • Planning and coordinating projects for policy and program development in any particular setting
  • Knowledge in project management
  • Working with people with First Nation, Métis and / or Inuit backgrounds
  • Applying research methodologies and techniques (both qualitative and quantitative), and data analysis and interpretation
  • Legislative compliance activities
  • Experience preparing and providing written reports, researching, analysis, briefings notes, letters, and presentations
  • Effective communications skills (written and oral) to collaborate effectively with colleagues and with internal as well as external stakeholders
  • Organization and prioritization skills to balance multiple ongoing projects at one time and ability to meet tight timelines

These are full-time and/or hourly positions working 36.25 hours per week, Monday to Friday.
