Role Responsibilities

The Childcare Transformation and Strategy (CCTS) Branch is responsible for planning, developing, and managing childcare transformation for Alberta and the implementation of the $3.8 billion the Canada-Alberta Canada-wide Early Learning and Child Care (CACWELCC) Agreement. It supports projects to advance the Ministry’s goal to provide an affordable, accessible, and quality childcare system for Alberta’s children and families.

 

These positions function as part of a collaborative team and support the work of the Branch by providing current and accurate advice, recommendations and support based on situational awareness and analysis of trends, research, and opportunities.

 

Senior Policy Analyst – Negotiation & Strategy

 

Reporting to the Director of Strategy and Negotiations, this position is responsible for supporting negotiations and implementation of the next term of the Canada-Alberta Canada-wide Early Learning and Child Care Agreement. Day to day work involves report writing, policy development, research, performance measurement, project management and intergovernmental negotiations. The work spans divisions, ministries, jurisdictions, and community stakeholders.

 

Responsibilities include:

 

  1. Providing advice and guidance to support the development and implementation of project plans and initiatives related to childcare transformation, particularly as they relate to negotiating and managing the ELCC Agreements.
  2. Supporting implementation of childcare transformation initiatives and integration across divisions ensuring alignment with ELCC Agreement parameters.
  3. Planning and supporting childcare stakeholder engagement activities to inform ELCC Agreement negotiations and ongoing implementation.

Senior Policy Analyst – Transformation Strategy and Planning

 

Reporting to the Manager of Childcare Transformation Strategy and Planning, this position is responsible for developing policy/program supports for key strategic initiatives and for the implementation of childcare transformation projects, including policy development, change management, research, stakeholder management, and project coordination. This position supports the branch to ensure integration of programs impacting childcare from strategy, policy and delivery.

 

Responsibilities include:

 

  1. Providing advice and guidance to support the development of policy and projects related to childcare transformation, including: supporting the development of policy, leading priority projects, conducting ongoing research and issues analysis, and preparing briefing notes to make recommendations to ADM, DM and Minister.
  2. Planning and supporting stakeholder activities, including drafting communication materials and supporting stakeholders in change management activities.
  3. Supporting the implementation of childcare transformation initiatives in large-scale project management processes and in collaboration with multiple program areas.
  4. Identifying and problem-solving issues as they arise to provide recommendations to address them.

Qualifications

University graduation in a related field like Public Administration, Arts (Social Sciences, Humanities), Business, Economics plus four years of progressive, applied policy experience in a government setting is required, including: demonstrated expertise in policy development, approval processes and implementation; or equivalent as described below.

 

Equivalency: Directly related education or experience is considered on the basis of one year of education for one year of experience; or one year of experience for one year of education.

 

Knowledge and/or experience of the following are considered assets for this position:

 

  • Knowledge of evidence-based programs and practices.
  • Knowledge of policy development cycle including implementation within the provincial government context.
  • Knowledge and understanding of business planning, accountability processes, and performance management systems is an asset.
  • A good understanding of the principles and practices of public administration and of the operations of the Alberta government with respect to decision making, legislative planning, financing, contracting processes and practices, human resources, etc. to provide advice and analysis and make sound policy recommendations.
  • Experience in areas such as policy development, implementation, and evaluation; strategic analysis; project management; performance measurement; and government structure and processes.

Notes

There are two (2) permanent, full-time positions working 36.25 hours per week, Monday to Friday.

 

These positions are based in Edmonton or Calgary.
