The Police Review Commission (PRC) will be responsible for overseeing the police complaints process for all police services in Alberta and will have approximately 150 staff. Following implementation, the PRC will be at the forefront of leading and supporting police services through a significant change in process and philosophy.
Role Responsibilities

The Manager of Evidence plays a critical leadership role within the Public Review Commission (PRC), overseeing the intake, management, analysis, and disclosure of digital and physical evidence in support of investigative and disciplinary processes. This includes operational oversight of body-worn camera footage, in-car video, public CCTV, and citizen-submitted media.
You will lead a team of evidence professionals, ensuring legal compliance, procedural fairness, and investigative integrity. Your work will directly support resolution teams, legal counsel, and external stakeholders such as law enforcement and Crown prosecutors.
Key Responsibilities
1. Evidence Management Operations
• Oversee the intake, vetting, classification, and disclosure of digital and physical evidence.
• Ensure secure storage, access control, and lifecycle management in compliance with Privacy of Protection Act (POPA), Access to Information Act (AITA)the Police Act, and other legal standards.
• Approve redaction methods and validate documentation to support transparency and defensibility.
• Supervise and mentor evidence staff, fostering capacity in digital evidence review and disclosure.
• Develop and maintain SOPs for evidence handling, including metadata, chain of custody, and retention schedules.
• Respond to complex or sensitive evidence requests, including urgent disclosures and major incident reviews.
2. Digital Systems & Stakeholder Coordination
• Manage evidence systems, including cloud-based platforms and secure portals.
• Collaborate with vendors to resolve technical issues and implement system upgrades.
• Provide guidance to internal teams on evidence tools and workflows.
• Coordinate responses to high-risk or sensitive disclosure requests.
• Monitor legal standards and best practices to inform policy and training.
3. Leadership & Team Development
• Lead recruitment, onboarding, and professional development of evidence staff.
• Champion equity, diversity, and inclusion across team practices.
• Promote a culture of innovation, feedback, and strategic thinking.
• Manage team performance, workload allocation, and HR processes.
• Act as delegate for the Director when required.

Qualifications
Required:
• A university degree (4 years) in Criminology, Law and Society, Police Studies, or Sociology with a minimum of four (4) years of relevant experience.
Equivalency:
• Directly related education or experience considered on the basis of:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education
Required:
• Proven experience in evidence management, digital media handling, or law enforcement investigations.
• Experience with digital evidence systems and redaction tools.
• Experience supporting investigations or hearings by validating evidentiary materials and identifying issues with validity or admissibility.
• Must be able to pass and maintain a fingerprint based criminal records check, police information check and any other security clearances required to access police databases.
• Valid Class 5 driver's license and clear driver's abstract - some travel within Alberta may be required.
Asset:
• Strong planning and decision-making skills to assess evidentiary risks, resolve disclosure issues, and maintain legal compliance.
• Strong understanding of legal standards related to evidence, Police Act, Police Service Regulations, Canada Evidence Act, Privacy of Protection Act (POPA), Access to Information Act (AITA) and other relevant legislation, as well as policing policies and procedures.
• Knowledge of Axon digital evidence management systems and associated supported tools (i.e. body worn cameras, dashboard cameras, smartphones and conducted energy weapons)
• Knowledge of trauma-informed and privacy-conscious approaches to handling sensitive media, especially involving vulnerable persons and indigenous communities
