The Ministry of Hospital and Surgical Health Services is building a more resilient and sustainable health care system that can support Albertans getting care when and where they need it, while responding to system-wide health challenges, improving health outcomes and maintaining fiscal responsibility. The ministry supports Albertans’ health and well-being throughout their lives by protecting public health and promoting wellness; coordinating and delivering safe, person-centered, quality health services; planning capital infrastructure; supporting innovative information management and technologies; regulating health care; and funding the health system.

The Department establishes the Government of Alberta’s strategic direction for acute care services, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system. The positions reside in the Surgery Unit within the Cancer and Surgical Services Branch of the Acute Care Division and Provincial Programs Division.

Role Responsibilities

Manager, Surgical Services

1. Lead Team Performance and Operations
•    Provide direct leadership to the Surgical Services team, including supervision, coaching, and performance management.
•    Set clear expectations, establish priorities, allocate work, and monitor progress to ensure timely, high quality policy and program outputs.
•    Support workforce planning and succession development to strengthen team capacity.
•    Foster a collaborative, inclusive, and accountable team culture aligned with APS leadership competencies.

2. Oversee Policy and Program Delivery
•    Lead the planning, development, coordination, implementation, and evaluation of major surgical policy initiatives and programs.
•    Ensure all initiatives support government priorities related to access, wait time reduction, performance accountability, and system sustainability.
•    Review, refine, and approve policy products prepared by Senior Policy Advisors to ensure quality, clarity, and alignment with ministry objectives.

3. Guide Stakeholder Engagement and Issue Resolution
•    Lead strategic engagement with internal ministry partners and external health system stakeholders to support coordinated development of surgical initiatives.
•    Provide leadership in resolving complex issues involving diverse stakeholder needs, system constraints, or policy challenges.
•    Represent the unit at intergovernmental, inter divisional, and external stakeholder tables.

4. Provide Strategic Advice and Risk Management
•    Deliver expert policy and system advice to the Director and senior executives on emerging trends, risks, capacity pressures, and gaps related to surgical services.
•    Identify system risks and implement mitigation strategies to strengthen policy implementation and service delivery.
•    Contribute to the development of executive briefings, ministerial materials, decision submissions, and public communications.

5. Support Governance, Reporting, and Accountability
•    Oversee monitoring, evaluation, and reporting for surgical policy initiatives and programs.
•    Ensure consistent project tracking, documentation, and records management across the team.
•    Support governance structures related to surgical services planning, system oversight, and accountability reporting.

Manager, Cancer Policy and Manager, Cancer Integration & Partnerships

1. Provide Leadership in Cancer Care Policy and Strategy
•    Lead the team responsible for advancing initiatives that improve Albertans’ access to cancer care services within the provincial acute care system.
•    Provide high quality, audience appropriate, and timely policy advice in response to inquiries from the Minister’s Office, executive leadership, and cross government partners.
•    Support the Ministry’s cancer care policy and strategy efforts through development, review, and coordination of policy products, action requests, and materials for Cabinet committees and the Minister.

2. Deliver Expert Advice to Senior Leadership
•    Advise the Director and executive leaders on cancer care issues, system performance, emerging trends, and stakeholder considerations.
•    Provide guidance on policy directions, administrative processes, risks, and opportunities to support strategic decision making within the unit and broader department.

3. Lead Strategic Analysis and System Response Planning
•    Identify and analyze system-level issues affecting cancer care and the broader acute care environment.
•    Lead the development of strategic responses, policy options, and recommendations to address priority challenges facing the Ministry and Government of Alberta.
•    Apply evidence based approaches to evaluate implications, risks, and opportunities within the cancer care system.

4. Engage and Collaborate Across the Health System
•    Collaborate with key system partners—including Cancer Care Alberta, Alberta Health Services, community organizations, and cross ministry groups—to ensure health system wide coordination on cancer care access and service delivery.
•    Support initiatives focused on improving patient outcomes, reducing variability in care, and enhancing efficiency and effectiveness in cancer care delivery.
•    Build and maintain strong relationships with internal and external stakeholders to support joint planning, alignment, and policy integration.

5. Lead Policy Projects and Innovation in Acute Care
•    Lead project teams in developing, assessing, and implementing policy options and innovative approaches that enhance access and quality of acute care services, including cancer related hospital and surgical services.
•    Support initiatives aimed at reducing wait times to clinically recommended targets and expanding access and capacity across the surgical and inpatient care systems.

•    Evaluate potential system impacts—including cross ministry considerations—associated with proposed policies, emerging issues, or service delivery changes.

Manager, Specialty Provincial Programs


1. Lead Acute Care Policy, Strategy, and Priority Initiatives
•    Lead and manage research, policy development, strategic planning, and related activities supporting the Ministry’s acute care related to provincial acute care programs.
•    Develop, coordinate, and implement an acute care policy framework to strengthen departmental leadership in provincial acute care system capacity.
•    Provide leadership and expertise in developing policy, strategies, and actions that advance the Ministry’s commitments to improving access and delivery of acute care services across Alberta’s hospitals.
•    Coordinate issues management processes to ensure responses are proactive, timely, and comprehensive.
•    Support effective communication strategies for major announcements related to health system performance.
•    Collaborate with partners across the health system to advance improvement and planning initiatives.

Manager, Clinical Programs

•    Lead and manage research, policy development, strategic planning, and related activities that support the Ministry’s acute care priorities in provincial Diagnostic Imaging and Laboratory provincial programs.
•    Coordinate the development and implementation of a comprehensive acute care policy framework to strengthen departmental leadership in system capacity planning.
