Role Responsibilities

The Deputy Registrar for the Police Review Commission (PRC) is the primary legal advisor to the Registrar on matters relating to the hearing process and procedural fairness. The Deputy Registrar also leads the foundational work required to operationalize the PRC's hearings framework.

The Deputy Registrar receives strategic and operational direction from the Minister-appointed Registrar and reports to the Executive Director of Corporate Services. This is a full-time operational leadership role responsible for supporting the functions of the Registrar under the Police Act, as delegated. The Deputy Registrar also leads the development and maintenance of the Police Review Commission’s (PRC) Hearing Guideline.

While the Registrar is a part-time, appointed role with statutory authority, the Deputy Registrar is responsible for managing the daily operations of the hearings function.

Key Responsibilities:

•    Maintain and update the list of presiding officers.
•    Schedule and assign presiding officers for hearings.
•    Arrange and coordinate pre-hearing conferences.
•    Publish hearing decisions in accordance with established guidelines.
•    Oversee all logistics related to hearings.
•    Lead the development and ongoing maintenance of the PRC’s Hearing Guideline.
•    Carry out any additional functions delegated by the Registrar under the Police Act.

Ultimately, The Deputy Registrar plays a critical role in ensuring the integrity, efficiency, and transparency of the PRC’s disciplinary hearings. This includes managing timelines, interpreting legal and procedural requirements, and coordinating complex hearings. The role demands sound legal judgment and discretion, as poor decisions can lead to delays, appeals, or legal challenges that may damage the PRC’s credibility and public trust.

  • Drive for Results -  Prepares disciplinary hearing outcome reports. These circumstances are complex, and the Deputy Registrar must consider complex factors in their recommendations.

Qualifications

A university degree in Law or a Juris Doctor (JD) along with eleven plus (11+) years of assessed legal experience specialized in criminal or administrative law.

Must be an active member of the Law Society of Alberta in good standing OR eligible for immediate membership.

For Law degrees obtained outside Canada, proof of accreditation from the National Committee on Accreditation (NCA) is required.

Assets:

•    Experience in criminal law and/or administrative law, with general familiarity with police-related matters and use of force under the Criminal Code and Police Act, including awareness of relevant case law.
•    Comprehensive knowledge of investigative processes and techniques, and familiarity with police tactics, training, and policy.
•    Experience interpreting legislation, developing legal arguments, and identifying procedural risks.
•    Superior legal writing skills and the ability to produce accessible materials for diverse audiences, such as technical, legal, public, and media audiences.
•    Demonstrated knowledge of applicable federal and provincial statutes (i.e., Criminal Code of Canada; Police Act; Canada Evidence Act; Jury Act; provincial and federal Victims of Crime Acts).

Notes

This position works Monday to Friday from 8:15am to 4:30pm (36.25 hours weekly)
