Role Responsibilities

The Ministry of Primary and Preventative Health Services has an exciting opportunity for you to join our team!

Reporting to the Manager, the Analytics Project Manager (PM) leads complex, multi-disciplinary projects that modernize the Health Analytics Branch’s data platforms, analytical products, processes and service delivery models. Whether supporting the migration of on-premises workloads to a cloud environment, implementation of advanced visualization tools, launch of province-wide data-sharing solutions, or redesign of operational analytics workflows, the Analytics Project Manager ensures initiatives are delivered on time, on budget, and in-alignment with ministry strategy and governance standards. The Analytics Project Manager is accountable for end-to-end delivery of assigned projects, from business case development through transition to operations.

This position will be responsible for the following duties: 
   

  • Define scope, objectives, milestones, and success metrics in collaboration with sponsors and subject matter experts.
  • Lead procurement planning and vendor selection in accordance with GoA procurement directives.
  • Develop and maintain a range of documentation, including Standard Operating Procedures (SOPs), project documentation, business and technical requirements, Privacy Impact Assessments (PIAs), Data Sharing Agreements (DSAs), formal agreements, and ad-hoc deliverables as needed.
  • Prepare project charters, work breakdown structures, and resource plans that reflect technical, regulatory, and operational realities.
  • Support operational workflows in cross-functional initiatives (e.g., cloud migrations), leading the branch’s needs and ensuring alignment with partner teams.
  • Track progress against schedule and budget; produce status reports and dashboards for executive consumption.
  • Develop and execute communication plans that keep diverse audiences informed—from executive sponsors to front-line analysts.
  • Manage expectations through transparent reporting of risks, issues, and change requests.
  • Identify, analyze, and mitigate project risks, ensuring alignment with privacy, security, and Ownership, Control, Access and Possession (OCAP)   requirements.
  • Implement quality assurance frameworks to validate deliverables against acceptance criteria.
  • Develop and manage project budgets, securing approvals and monitoring expenditures.
  • Conduct cost-benefit analyses to inform decision‑making and justify scope adjustments.
  • Lead lessons learned sessions to capture insights and embed best practices into the branch’s project delivery framework.
  • Contribute to the evolution of HAB’s project management playbook and mentoring of emerging project leads.
  • Oversee knowledge transfer, operational hand-off, and post-implementation support arrangements.
  • Translate policy and executive requirements into technical acceptance criteria for data engineers and analysts.
  • Oversee data quality assurance and validation activities (sample testing, lineage checks, cell suppression) prior to publication.

Qualifications

Minimum Recruitment Standards 
Requirements:   

  • University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalencies: Directly related experience or education considered on the basis of:    

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

The following knowledge or experiences are considered as assets:

   

  • Project Management Professional (PMP) certification.
  • Proven ability to deliver analytics projects: strong data literacy and hands-on experience coordinating teams that build data products and dashboards (SQL, Power BI/Tableau, or similar), and applying data governance and privacy requirements in analytics delivery
  • Strong writing, editing, and interpersonal skills are necessary to provide accurate response.
  • Strong planning, coordination, research and analytical skills, records management, negotiation, and problem-solving skills.
  • Effective communications skills (written and oral) to collaborate effectively with colleagues and with internal and external stakeholders.
  • Experience in budgeting and risk management.
  • Proficiency with project management tools, working knowledge of cloud platforms, data pipeline architectures, and DevOps practices.
  • Collaboration skills to successfully work in a cross-functional team environment and leadership skills.
  • Organization and prioritization skills to balance multiple ongoing projects at one time and ability to meet tight timelines and cope with changing priorities.

This competition is a full-time permanent position  working 36.25 hours per week, Monday to Friday. 

This position is located in Calgary or Edmonton, Alberta. 

An additional assignment may be used as part of the recruitment process.
