Role Responsibilities

Reporting to the Director or Manager, the Capital Planning Analyst is responsible for providing planning support to Corporate and Capital Planning Branch including:
 

  • In a collaborative team approach work with Alberta Health Services and Alberta Infrastructure to support the development of project business cases and programming studies.  Ensure projects are in alignment with Ministry priorities, goals, objectives, and strategic directions.  
  • Analyze capital plans, master plans, service plans, needs assessments, business cases and programming studies.  Prepare recommendations for the approval of project business cases and programming studies. 
  • Support the Directors and Managers in the planning of projects and preparing the health submission into the government capital planning process.
  • Provide support, as needed, preparing documentation for project announcements, news releases, government correspondence, capital plan announcements, requests for additional project funding and other similar events.
  • Participate on project committees and sub-committees, and management teams to ensure compliance with health policy, standards, and guidelines.
  • Monitor and report on projects in the planning stages.  Identify issues and recommend solutions to advance the projects.
  • Provide effective communication in a team environment involving a wide variety of stakeholders to resolve project issues. 
  • Prepare briefings and written responses to Action Requests.
  • Manages or supports the management of capital grants and or contracts.

Qualifications

University degree preferably in Planning, Business, Architecture, Health administration, public administration or related field and 2 years’ experience in systems planning, policy development, health care management and/or facilities development.
 

Assets

  • Knowledge of the provincial health system, its organizations, programs and operations.  
  • Knowledge of the Ministry business plan goals, program initiatives, and capital planning priorities. 
  • Knowledge of principles and techniques for formulating policy and developing and implementing new strategies and procedures. 
  • A familiarity with the legislation, policies and practices of the department.   
  • Experience working on health capital planning is an asset.
  • Stakeholder consultation or engagement experience.
