Join our team as a Senior IT Leader in Application Delivery, where you will guide the development of modern applications, mentor high-performing technical teams, and help shape technology solutions that support critical government services.

In this role, you will provide technical leadership across complex application initiatives, supporting the development of new systems and major enhancements to existing applications. You will collaborate with cross-functional teams, guide architectural and technology decisions, and ensure solutions are reliable, scalable, and aligned with business needs.

You will also play a key role in mentoring technical teams, advising stakeholders, and identifying opportunities to leverage emerging technologies to improve service delivery.


Responsibilities:

Some of your responsibilities in this position will include but are not limited to:

  • Provide technical leadership in the design, development, testing, and implementation of application solutions.
  • Guide teams in prioritizing work, solving complex technical issues, and delivering high-quality software.
  • Collaborate with business stakeholders and IMT teams to analyze requirements and recommend technology solutions.
  • Ensure solutions align with technology standards, security requirements, and best practices.
  • Support system analysis, application enhancements, and integration with other systems and services.
  • Lead and mentor a blended team of technical professionals, fostering collaboration and strong client service.
  • Identify opportunities to leverage emerging technologies and improve business processes through innovation.
  • Provide expert advice on software delivery approaches, architecture, and technology selection.

Qualifications

Required:

  • A university degree in Computer Science, Information Technology, or a related field.
  • Minimum of 4 years of related experience within an application development environment.
  • Experience in design through development of software components designed to be reused by more than one business application/project.

Equivalencies:

  • A related two-year diploma from a recognized post-secondary institution and a minimum of six (6) years related experience; or
  • A related one-year certificate from a recognized post-secondary institution and a minimum of seven (7) years related experience.

Assets:

  • Proficiency in developing and debugging code in C#, Java, MS SQL, HTML, CSS, and JavaScript.
  • Strong understanding of tools and systems used to configure, build, test, host, deploy, and update applications in all environments.
  • Expertise in server setup, configuration, and patching of COTS products.
  • Experience with Windows Server administration, including security configuration, IIS configuration, WebSphere configuration, and IBM Cognos configuration.
  • Experience developing and maintaining complex applications.
  • Hands‑on experience with multiple technologies, platforms, and programming languages.
  • Skilled in guiding application design, construction, implementation, and change‑management processes.
  • Solid understanding of principles/best practices of database design, and configuration.
  • Strong overall business knowledge, including high‑level understanding of organizational strategies, guidelines, policies, and processes.
  • Ability to assess and analyze client business needs using IMT and organizational knowledge to recommend effective solutions.
  • Capable of translating business goals into actionable IMT strategies and solutions.
  • Able to guide clients in executing strategies using technology, process improvements, organizational design, and IMT operations to deliver strategic value.
  • Strong business acumen with the ability to work across large organizations, multiple departments, and concurrent projects.
  • Excellent judgment and critical‑thinking skills, with the ability to generate and evaluate multiple solution alternatives.
  • Proven ability to quickly understand complex situations, identify key factors, and recommend effective resolutions.
  • Excellent written and verbal communication skills, including the ability to present complex information clearly and concisely.
  • Strong negotiation and interpersonal skills, with the ability to engage effectively at all organizational levels.
  • Experience providing leadership and direction to teams of system analysts supporting applications.
