The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans.
Our main responsibilities are:
- Funding supports for municipalities.
- A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment.
- Protections for new home buyers and required licensing for home builders.
- Province-wide support for access to public library services for Albertans.
- Management of about 2.6 million acres of public land in the province's three Special Areas.
- Independent review and decisions on local matters by the Land and Property Rights Tribunal.

Role Responsibilities
Are you a detail-orientated problem solver passionate about public service? Join the Ministry of Municipal Affairs as a Technical Business Analyst and help shape the future of municipal grant and assessment programs. You’ll work at the intersection of data, technology, and public service—driving innovation and delivering meaningful insights that impact communities across Alberta. In this role, you will provide analysis and leadership in support and evolution of the municipal grant and assessment applications. You will play a key role in gathering business requirements, supporting automation initiatives, and delivering data-driven insights to inform decision-making across the Branch.
Key Responsibilities
Business Expertise & Operational Analysis
- Assess and analyze business processes and user needs to support the development of business solutions.
- Lead assigned projects or project components.
- Analyze evolving grant programs and initiatives to identify and recommend process and operational improvements.
- Collaborate with program teams to identify, document, implement and validate system enhancements.
System Support & Implementation
- Lead business requirements gathering sessions and stakeholder workshops.
- Write user stories and acceptance criteria.
- Develop and execute test scripts to validate system performance.
- Identify, log, and track technical issues affecting systems.
- Triage defect and conduct root cause analyses.
- Provide training and support for CRM and business applications.
Program Delivery Support
- Provide subject matter expertise to enhance business solutions.
- Coordinate and deliver end-user support and training for grant operations.
- Develop user manuals and documentation to support program delivery.
Reporting & Data Analysis
- Develop dashboards and reports for internal and external stakeholders.
- Deliver accurate and timely responses to information requests from municipalities and senior leadership.
- Create complex queries to support decision making and program evaluation.
What We’re Looking For
- Strong analytical and problem-solving skills with experience in process improvement and business analysis.
- Experience gathering and documenting business/user requirements.
- Knowledge of automation, data analysis, and reporting tools.
- Excellent communication and facilitation skills with the ability to translate technical requirements into clear user stories.
- Experience delivering end-user support, training, and documentation.

Qualifications
Requirements:
- University degree in a related field such as Information Systems, Computer Science or Information Technology, and 4 years of related experience
Equivalencies:
- Directly related experience considered based on 1 year of experience for 1 year of education.
Other Requirements
- Experience with CRM platforms (Microsoft Dynamics 365)
- Proficiency in data analysis, reporting tools (Excel, Power BI)
- Experience with Agile, Scrum or hybrid project delivery methods.
- Experience with Microsoft Office, SharePoint and Visio,
Assets:
- Experience with supporting complex business solutions.
- In-depth knowledge of change management techniques and processes.
- Demonstrated experience in user acceptance testing and user training techniques.
- Knowledge of the Municipal Affairs municipal grant and assessment programs.
- Demonstrated experience in public sector, municipal grant programs.
- Experience with Jira or DevOps
- Business Analyst Certification
