The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and minerals resource systems.

 

The Energy Operation division is responsible for leasing and maintaining Alberta’s Crown mineral rights and for calculating, assessing, collecting, and reconciling royalty revenues from natural gas, natural gas liquids, helium, conventional oil, oil sands, coal, and metallic and industrial minerals on behalf of Albertans.  In addition, the division looks after Petrinex, which is a key volumetric reporting system for industry and western Canada.

 

 The Royalty Operations branch plays a key role in the development of Alberta’s energy industry and collects revenue from the development of Alberta’s conventional oil and natural gas resources on behalf of Albertans. Energy development in Alberta is a key driver of Alberta’s economy and the Royalty Operations branch is a significant contributor of revenue to the province.

Royalty Operations, within the Energy Operations Division under the Ministry of Energy and Minerals, currently has two positions available for agile and results-driven Team Lead Royalty Program who can provide leadership, direction and oversight to their team, administering royalty programs; and, a motivated Senior Business Analyst who can support business decision making, collaborate with stakeholder, and provide analytical and technical support.
 

Team Lead, Royalty Programs

Reporting to the Manager, Oil Royalty Programs and Rates, this position provides supervision, support and direction to the Oil Royalty Programs/Rates team.  This team is responsible for the efficient, effective and accurate analysis of new or changes to existing wells to ensure that they are consistent with the various oil royalty regulations in place for appropriate programs (including Enhanced Recovery (ER) initiatives).  This position is responsible for ensuring that the program adjustments contributing to $2.0 billion/year in royalty collection have been appropriately assessed.
 

Through efficient planning and resource allocation, the team lead provides advice and direction to staff in the resolution of complex stakeholder issues and process management.  It is also responsible for the supervision of royalty analysts.
 

The position plays a contributory role to the Branch's goal of industry compliance with the Mines and Minerals Act, Petroleum Marketing Act and Regulations, the Petroleum Royalty Regulation and guidelines, the Enhanced Oil Recovery Royalty Regulations and guidelines, the Enhanced Hydrocarbon Recovery Royalty Regulation and guidelines and, the Emerging Resources Royalty Regulation and guidelines while ensuring that the Crown obtains its fair share of oil royalty.
 

This position must understand the interrelationships and interdependencies between the different systems and organizational policies surrounding the different programs and rates.
 

Team Lead, Programs: responsibilities include but are not limited to:

 

  • Provides supervision, support, and direction in the Royalty Programs Team to ensure the timely and accurate assessment of well eligibility for oil royalty programs.
  • Co-ordinates and manages the flow of information to Management.
  • Contribute to the efficient and cohesive operations of the Royalty Operations Branch
  • Establish, maintain, and enhance internal and external stakeholder relationships.
  • Fulfill all operations tasks within the Royalty Operations Branch.
  • Clarifies and interprets Petroleum Royalty guidelines, policies, acts and regulations.

Role Responsibilities cont.

Senior Business Analyst: 


The Senior Business Analyst in the Analysis & Controls team within the Royalty Operations Branch has the responsibility for maintaining correct and accurate calculation of natural gas royalties and to ensure that complex issues and stakeholder inquiries are resolved in an effective and efficient manner. The candidate will be responsible for conducting periodic projects, reviews, tests, examinations of transactions through client sampling to ensure established objectives are achieved in compliance with the applicable principles, policies, and procedures. The Analysis & Controls team is responsible for the delivery of timely, accurate and complete assurance that the Gas Royalty transactions are properly reported, authorized and summarized.  
 
The Senior Business Analyst in Analysis & Controls assists the Team Lead, Manager and Director in verifying the correct application of prices and royalty variables within the Crown royalty calculation, reviewing infrastructure attributes and data submissions, addressing specific stakeholder requests and proposals, identifying potential areas of interest for audit, evaluating current royalty regimes and contributing ideas to streamline and improve business functions.      
 
Your responsibilities include but are not limited to: 

 

  • Supporting business decision making with accurate information and timely analysis. 
  • Providing subject matter expertise to other members of the team as well as to other staff within the branch, division and department. 
  • Completion and/or oversight of royalty audit processing including both revenue and cost adjustments and follow-up correspondence with internal and external stakeholders. 
  • Identifying risks and options, performing substantive analysis and investigation, making recommendations on issues raised by internal or external stakeholders to ensure Crown reporting is accurate, in compliance with business rules and legislation. 
  • Ensuring that resolutions are documented, and implementation plans are established. 
  • Collaboration with internal and external stakeholders in clarifying business rules and resolving reporting issues. 
  • Providing analytical and technical support to the Gas Royalty Operations unit by carrying out the activities associated with business rule changes and system changes, ensuring that operational requirements are appropriate.  

Role Responsibilities cont.

To be successful in the both roles, you must have following skills and knowledge:
 

  • Comprehensive understanding of gas and oil royalty business processes, including industry practices and reporting requirements for Gas Royalty Operations and Petroleum Royalty Regulation.
  • Familiarity with multiple systems such as Mineral Revenues Information System (MRIS), Royalty And Marketing system (RAM), Corporate Accounting Revenue System (CARS2), Alberta Mineral Information (AMI), and Petroleum Information Excellence (Petrinex).
  • Strong understanding of the Mines and Minerals Act, Natural Gas Royalty Regulation, and Policies and Procedures related to the Alberta Royalty Framework (ARF) and Modernized Royalty Framework (MRF).
  • Basic understanding of Oil and Gas Production Accounting.
  • Critical thinking, attention to detail, and sound judgment are vital skills required for this position.

Qualifications

University graduation in a related field plus two (2) years progressively responsible related experience. 
Related experience or education may be considered as an equivalency on a one for one basis.
 

The following will be considered assets:
 

  • Experience in oil and gas royalty business including AER reporting and industry practices.
  • Experience in production and financial accounting practices.
  • Ability to analyze complex issues and consider information from multiple sources and perspectives to develop solutions and options.
  • Excellent written and oral communication skills and the ability to present significant amounts of complex information in a clear and concise format.
