The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery. 

The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities

Reporting to the Manager, Government of Alberta Recovery Initiatives, the Team Lead supervises a team consisting of up to seven Case Managers in the initiation, coordination, and administration of Disaster Recovery Programs (DRP) for Government of Alberta (GoA) ministries.

Responsibilities Include: 

  • Lead, coach and mentor up to seven Case Managers to foster consistency in case management and high-quality service to all GoA ministries for reimbursement of disaster expenditures.
  • Providing daily coaching and guidance, guide issues resolution and provide expert advice to the team, other units, or ministries on GoA Recovery Initiatives and DRP processes.
  • Develop, deliver, and update training content to ensure consistency in case management.
  • Collaborating with stakeholders including evaluators, engineers, and ministry partners to support timely processing of applications and stay abreast of emerging and existing issues.
  • Managing complex cases for assigned GoA ministries in accordance with DRP regulations, guidelines, policies, and processes.
  • Providing quarterly and annual forecasting, accrual justification and expenditures in accordance with generally accepted accounting principles.
  • Interpreting policies and procedures regarding disaster recovery funding which adhere to provincial and federal  legislation.
  • Lead and respond to third party auditor inquiries including Office of Auditor General, third party and Government of Canada auditors.
  • Participating as needed with the coordination of the Provincial Recovery Coordination Center, the development of DRP budgets and Provincial Emergency Coordination Center when required.

Qualifications

Required: University education in Public Administration or related field PLUS 4 years progressively responsible related experience; or equivalent as described

Equivalency:
Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

For Example: 
Related 1 year certificate PLUS a minimum 7 years of experience
Related 2-year diploma PLUS a minimum 6 years of experience
Related minimum 8 years of experience 

The successful candidate MUST also have: 

  • Experience in supervisory roles with employee development and/or coaching
  • Experience with project management, coaching, relationship building and stakeholder management
  • Demonstrated ability to work in a fast paced, high stress environment that requires issues management and problem-solving skills
  • Proven ability to provide stakeholders and leadership with appropriate consultation that considers policy and financial implications of recommendations or decisions.
  • Proficiency in the use of technology for communication, database management, database queries, analysis, and reporting purposes (e.g. DRP Database, MS Word, Excel, PowerPoint, Access, Outlook, M365, Internet and Intranet, and Share Point)


Assets: 

  • Experience with grants, contracts, or project management
  • Certification and/or training in Project Management and Leadership
  • Experience in emergency management with a non-government organization or at the local, or provincial level
  • Knowledge of the Emergency Management Act, Disaster Recovery Regulation, Disaster Assistance Guidelines, and Disaster Financial Assistance Arrangement
  • Knowledge of the GOA financial systems and management reporting processes, timelines and guidelines.
  • Knowledge of audit processes and fiduciary responsibilities related to utilization of public funds.

Travel Required:
You may be required to work non-standard hours with short notice for extended periods of time during a disaster event (i.e. weekends, evenings, nights, holidays etc. at time of incident).
