Role Responsibilities
Reporting to the Business Support Team Lead, this role works directly with a wide range of internal and external partners, including ministry program areas, school authority focus groups, post-secondary institutions, SIS vendors, cross-ministry partners such as Health and Elections Alberta, ApplyAlberta, and Alberta Accredited Schools.
This position provides core business analysis and operational expertise that underpin the delivery of student records services province-wide. This includes reviewing and improving business processes, supporting system integrations with external vendors, interpreting business rules, and ensuring alignment with Government of Alberta policies, standards, and business architecture. A major function of the role is the coordination and execution of business and user acceptance testing (UAT) for all changes to PASI and related applications.
The Student Records Business Analyst is responsible for planning, designing, executing and managing UAT to ensure system changes meet business requirements, uphold data integrity, and support reliable service delivery. This function is critical in mitigating operational, reputational, and data-quality risks. The work also involves reviewing policies, business rules, information requirements, and operational processes to ensure ongoing alignment with ministry priorities and the broader corporate business plan. Without dedicated analytical capacity in this role, the Branch would face significant challenges in maintaining system stability, ensuring compliance, meeting stakeholder expectations, and advancing modernization initiatives.
Responsibilities include:
1. Operational Coordination and Stakeholder Engagement: Coordinate operational activities and engage with internal and external stakeholders to support program delivery and ensure
alignment with departmental priorities.
2. Business Analysis and Advisory Services: Provide business analysis expertise by gathering requirements, conducting research and impact assessments, and recommending solutions that
support policy and program objectives.
3. Project and System Support: Support projects and system enhancements across the lifecycle, including requirements development, testing, implementation, and collaboration with
technology partners.
4. Reporting and Data Analysis: Develop and analyze reports, dashboards, and data insights to support operational planning, performance measurement, and decision-making.
5. Change Management and Training: Support change management initiatives by developing communications, facilitating stakeholder engagement, and delivering training related to new
systems or processes.
6. Data Quality and Compliance: Monitor and validate student records data to ensure accuracy, integrity, and compliance with ministry policies and legislative requirements.
7. Student Record Services: Support transcript, credential, and diploma services to ensure accurate and timely student record management.
8. Incident Management and Issue Resolution: Investigate and resolve system or data-related issues in collaboration with technology support teams and stakeholders.

Qualifications
Bachelors degree in Business, Project Management, Computer Science, Information Management/Systems or a related field supplemented with two years of directly related Business Analyst experience.
Equivalency: Directly related experience or education considered on the basis of: one year of experience for one year of education or one year of education for one year of experience.
KNOWLEDGE & SKILLS:
- Experience gathering and documenting business requirements and supporting system or process improvements.
- Strong analytical and problem-solving skills with the ability to interpret complex data and identify trends or issues.
- Knowledge of data quality management, information governance, and compliance requirements related to public sector data.
- Experience supporting projects, including testing, implementation, or stakeholder coordination.
- Ability to develop reports, dashboards, and briefing materials for operational or strategic decision-making.
- Strong communication and stakeholder engagement skills, including the ability to explain complex processes or technical concepts to diverse audiences.
- Experience supporting change management, training, or process improvement initiatives.
- Demonstrate strong proficiency in Microsoft Excel (including advanced functions and data manipulation), SQL for data querying and analysis, and Power BI for building insightful dashboards and reports.
Assets
- Knowledge of student information systems such as PASI or similar education data systems.
- Familiarity with legislative frameworks such as the Education Act and Protection of Provacy Acts (POPA) legislation.
- Experience working with education sector partners, government programs, or large-scale data systems.

There is one full time permanent position working 36.25 hours per week, Monday to Friday.
Work location is Edmonton.
