Programs, Engagement, and Innovation Division
The Programs, Engagement and Innovation Division implements key policy and strategic change initiatives, including targeted program expansion to meet Alberta’s workforce needs. The division provides opportunities for stakeholder engagement to inform and influence government direction; supports Alberta’s International Education Strategy and post-secondary research and innovation; and works with internal and external stakeholders to transform the ministry’s digital architecture and services.
The Program Innovation Branch
This branch manages public program approvals and private program licensing within Advanced Education. It identifies priorities for workforce planning in partnership with post-secondary institutions to ensure high-quality learning opportunities that meet Alberta’s economic needs
Role Responsibilities
Position Overview This role supports cross-ministry workforce planning projects aligned with Alberta’s Recovery Plan, Alberta 2030, and Alberta at Work. Projects focus on priority economic sectors and strategies to address workforce needs through the post-secondary system. The Program Support Analyst conducts multi-jurisdictional and sector-based research and analysis to inform strategic decisions, balancing competing priorities and advising on funding implications.
There are multiple initiatives at varying stages, each with unique sector needs. Projects can be high-profile and tied to government priorities, often without precedent or a common roadmap. The Analyst must plan and execute research that addresses diverse needs and provide advice integrating GoA priorities, legislation, labour market trends, student demand, and community needs. This advice influences the design and implementation of workforce planning projects and the evolution of Alberta’s post-secondary system. The role requires flexibility and collaboration with a broad range of stakeholders while meeting timelines and goals.
Key Responsibilities
Priority Project Support
- Provide data-driven recommendations on strategic and operational issues.
- Contribute to planning and execution of ministry and cross-ministry initiatives.
- Lead environmental/jurisdictional scans and identify emerging issues.
- Draft clear, evidence-based analysis and recommendations under tight timelines.
- Represent the branch in meetings and working groups.
Research and Analysis
- Define problems, develop methodologies, and lead research activities.
- Compile and interpret statistical data to inform workforce and system planning.
- Prepare reports and identify gaps for continuous improvement in data collection.
- Establish relationships with other jurisdictions to share best practices.
Data Stewardship
- Respond to data and information requests from stakeholders.
- Provide subject-matter expertise on workforce planning projects.
- Coordinate responses to cross-divisional and external inquiries.
- Collaborate with Communications to ensure consistent messaging.
Project Management & Support
- Develop monitoring processes and resource materials.
- Coordinate cross-ministry tables to share labour market intelligence.
- Support the Manager with advice, briefing materials, and operational planning.
- Coach project staff and represent the Manager as required.

Qualifications
Requirements:
A University Degree in any of the following: Public Administration, Arts, Business or related degree and a minimum of 4 years’ related experience. Related experience or education may be considered as an equivalency on a one-for-one basis.
Equivalency: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Technical Competencies, certification or training
- Advanced research and analytical skills with experience in diverse projects.
- In-depth knowledge of Alberta’s post-secondary system, programs, and legislation.
- Understanding of GoA ministries, policy frameworks, and strategic priorities.
- Broad knowledge of workforce planning issues provincially, nationally, and internationally.
- Ability to align projects with government and departmental strategic directions.
- Strong project management and program development skills.
- Proficiency in reporting tools, data analysis, and presentation development.
- Knowledge of change management principles and their application.
- Strong interpersonal and communication skills for stakeholder engagement.
- Critical thinking to assess risks, opportunities, and impacts.
- Ability to present research findings clearly, both verbally and in writing, to diverse audiences.
- Excellent organizational skills to manage multiple priorities.
- Agility to adapt to changing priorities and work independently or in teams.

This is a permanent, full-time position working 36.25 hours per week, working Monday to Friday, the position is based out of Edmonton.
