Role Responsibilities

The Sr. PM Systems Specialist is a senior position that leads the development, implementation, enhancement and maintenance of the department's project management information systems to ensure it meets organizational goals and priorities to manage all major infrastructure projects managed by Alberta Infrastructure. As there are multimillion-dollar and billion-dollar projects spanning five or more years, using multiple delivery methods at any given time, the position must ensure that project managers possess the right tools and processes in order to complete each respective phase of the projects in legally, politically, financially, and technically appropriate ways. The position is responsible for quality assurance, information management, and transfer through the identification, documentation, and standardization of business tools and systems used for infrastructure and other project delivery methods.

The position works within the Project Management Centre of Excellence (PMCOE), the primary resource centre within Alberta Infrastructure for business processes and best practices that facilitate continuous improvement, flexibility, innovation, and creativity in relation to infrastructure project management and delivery.


The primary responsibilities for the Senior Project Manager Systems Specialist include, but are not limited to:
 

  • The PM systems and tools are developed, implemented, maintained, and continually enhanced to facilitate consistency, quality assurance, information management, and knowledge transfer in relation to infrastructure project management and delivery within the Ministry
  • Identification of PM system and tool process and system change requirements that are necessary to support business needs and to make sure the process and requirements align with the organizational business plan.
  • Identification and evaluation of information technology alternatives to better address the functional and business requirements of the business.
  • Consultation, training, and expertise are provided to Ministry representatives and stakeholders in relation to infrastructure project management and delivery business processes, project systems and tools.
  • Project planning and management services are provided to support the development and implementation of PM systems and tools and the introduction and integration of new project management business processes and procedures into PM systems.

  • Applying research methodologies and techniques for discovering of best practices in business tool and system  improvement and knowledge management.
  • Negotiation, conflict resolution, and influencing skills, including ability to promote innovation and build consensus.
  • Written and verbal communication skills, including ability to communicate effectively with individuals having varying degrees of systems expertise; clarify and address program and system requirements; and deliver presentations to diverse audiences.
  • Analytical, research and problem solving skills to analyse information and system requirements; synthesize diverse information; develop appropriate recommendations; and make decisions in line with ministry and division business goals.
  • Project planning and management skills.
  • Leadership and change management skills.
  • Organizational skills, including ability to manage multiple tasks and projects concurrently and within tight timelines commitment to client service, teamwork, and continuous improvement.

Qualifications

Required:
   

  • Bachelor’s Degree (4 years) in a relevant discipline (e.g., Computer Science, Engineering etc.).
  • 4 years of progressively responsible related experience. 


Equivalency: Directly related education or experience considered on the basis of: 
  

  •  1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Assets: 
   

  • Advanced computer skills and working knowledge of various computer programs including advanced Word, Excel (including PowerQuery), PowerPoint, Outlook, Visio, SharePoint (including SharePoint Designer, PowerApps) and Power BI.
  • Software testing certification, Project Management certification, and working knowledge of PMBOK are preferred.
  • Excellent knowledge of the construction project management framework for GoA.
  • Understanding of change management, knowledge management, and business process mapping and re-engineering methodologies.

Notes

This position is a Permanent, Full – time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
