The Strategic and Business Services division provides leadership and coordination for all aspects of the policy development cycle, intergovernmental relations, governance and legislative services, planning and reporting services, data and analytics, and the ministry’s corporate services functions. 


As part of the ministry’s Strategic and Business Services Division, the Planning, Reporting and Performance Measurement (PRPM) Unit leads department-wide engagement in planning and reporting activities. These include:

  • Annual business planning and reporting; 
  • Enterprise risk management (ERM); 
  • Development and maintenance of ministry and system outcomes, performance measures and indicators; 
  • Strategic and executive team planning; and
  • Engagement, consultation, and facilitation in support of these services.

The PRPM Unit is seeking a highly self-motivated, accountable, and results-driven individual with strong systems thinking, research and analysis, project management, and stakeholder engagement skills. The Senior Analyst, Performance Measurement and Reporting is part of a team that collaborates to build an outcomes-focused and evaluation-oriented culture in Advanced Education. This position is unique as it provides a bird’s eye view of the entire ministry, day-to-day opportunities to work in a dynamic work environment, collaborate with business areas across the department, and constant opportunities to learn new knowledge and skills.
 

The Senior Analyst, Performance Measurement and Reporting role involves: 

  • Leading the development of the ministry annual report and ministry contributions to the GoA annual report. 
  • Leading the development, maintenance and monitoring of performance metrics that demonstrate progress toward the achievement of system outcomes and accountability for ministry and government priorities, strategies, and initiatives.
  • Developing and implementing a robust outcomes measurement framework for the department that aligns with the ministry’s long-term vision.
  • Developing and tailoring communications documents and briefing materials, such as research and discussion papers, briefing notes, professional reports for publication, presentations, and dashboards for performance metrics and results, for different audiences.  
  • Establishing and maintaining relationships with department and GoA representatives, stakeholders, and partners.
  • Supporting the ministry's strategic, policy, and program performance measurement needs and capacity building. 
  • Promoting a measurement culture in the department through developing and providing resources, expertise and training opportunities on outcomes and performance measurement when needed.
  • Serving as a comprehensive unit resource by supporting other key priorities of the unit, including the ministry business plan, enterprise risk management, public accounts briefing binders, Deputy Minister's Performance Agreement, and strategic and executive team planning.

Qualifications

A university degree in a related field (e.g., Social Sciences) is preferred, plus 4 years of progressively related experience. 

Equivalency: Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education


Additionally, strong knowledge or experience in the following areas will make you a successful candidate for this position: 

  • Performance measurement.
  • Business planning and annual reporting processes.
  • Strong writing skills.
  • Highly effective communication and stakeholder engagement skills.
  • Qualitative and quantitative research methodologies and data analysis.
  • Data visualization and reporting techniques.
  • Project management (e.g., experience in leading and managing complex, large-scale projects, and developing highly effective project plans).
     

Assets include:

  • Advanced experience in developing dashboards (e.g., Power BI) for audiences and users at different levels. 
  • Knowledge of ministry business plan and strategic priorities, as well as mandates, programs, and functions of business areas across the ministry.
  • Knowledge of government strategic and policy directions and priorities as they relate to the ministry mandate and initiatives.
  • Knowledge of client and stakeholder communities affected by the ministry mandate and operations, including adult learning providers, relevant organizations, committees, advisory groups, and representatives.
  • Knowledge of risk management, strategic, business and operational planning, reporting processes and approaches, and evaluation theories and practices.

Notes

This is a temporary full-time position based out of Edmonton ending on November 30, 2025 (with the possibility of extension). Temporary assignments will be considered for Government of Alberta employees. This position offers a work schedule 8.15 am to 4.30 pm Monday to Friday, totaling 36.25 hours per week. The position is eligible for up to 2 days per week of hybrid working at a designated home location as per GOA policy and subject to operational requirements.
