The Community Engagement Branch supports the broader non-profit and voluntary sector to build and strengthen their human and financial capacity.
The Community Development Unit (CDU) supports the Branch by delivering a dual mandate to build the human and social capacity of the non-profit sector, and to support the Government of Alberta with strategic decision making and public participation. The Unit delivers these dual mandates through expertise in non-profit management and governance, expert facilitation, process design, group decision making, and adult learning. Services are targeted at community leaders, organizations, networks, Civil Society and the Government of Alberta. Taking a capacity building approach, the CDU works at the individual, organizational, government, and ecosystem level to meet non-profit sector needs, address complex community issues and make positive contributions to the lives of Albertans. The CDU's long-term outcome is a strong, engaged, and collaborative nonprofit sector, that creates resilient communities.
Role Responsibilities
The Community Development Unit of Alberta Culture and Status of Women is seeking a Senior Manager for its Learning and Development team. The ideal candidate will be an expert in online and adult learning, with a proven track record of managing and mentoring a team. This role requires a strategic thinker who can drive the development and implementation of cutting-edge learning initiatives.
Reporting to the Director of the Community Development Unit (CDU), this senior manager position leads the Learning and Development (L&D) team of the unit. The L&D team is focused on the curation, creation and delivery of learning opportunities and materials designed to assist Albertans in running a successful non-profit organization. This position is responsible for the full life cycle development of all learning materials and opportunities, and leads the design, development, and oversight of the Non-profit Learning Centre (NPLC). The NPLC is a software platform that provides learning content and materials to individuals in Alberta's NPVS.
A key outcome of the L&D team is Albertans have easy access to information, resources and training that enhances their ability successfully govern and operate non-profit organizations.
Responsibilities
The Senior Manager provides strategic leadership to the L&D team and is accountable for development, delivery and evaluation of customized learning content and materials aimed at building the capacity of the Non-Profit Voluntary Sector (NPVS) through the Non-profit Learning Centre (NPLC).
The NPVS is made up of roughly 27 000 incorporated organizations, with hundreds of thousands of board members, plus millions of volunteers.
Program Leadership
- Lead and manage a team of 7 professionals, providing guidance, mentorship, skill development and support to ensure their growth and success.
- Foster a culture of continuous learning and improvement within the team and the organization.
Program Delivery
- This position is responsible for the full life cycle delivery of learning materials and opportunities.
- Leading and monitoring the development of synchronous and asynchronous learning content and materials grounded in adult learning principles and online learning theory.
- Leading the development and monitoring of metrics and evaluation measures to ensure the L&D team is meeting its mandate and service targets. This includes monitoring course registration and attendance, web page views, total number of courses available on the Non-Profit Learning Centre.
- Oversight, design and evaluation of the Non-Profit Learning Centre (NPLC) software platform.
- Program Design and Innovation
- Oversight and direction for staff as they design, develop, and review the learning content and processes.
- Research and implement best practices in learning theory and methodology.
- Ensure regular review and evaluation of materials, programs and services to increase relevancy and impact.

Qualifications
University graduation in a field related to the position assignment, supplemented by six years progressively responsible experience. Related experience or education may be considered as an equivalency on a one for one basis.
The following knowledge/experiences are considered as assets:
• Significant experience managing and leading a professional team to deliver effective training and skill development.
• Expert knowledge in Instructional Design, Development and Evaluation.
• Knowledge of the operations of government and how the provincial legislative, policy and financial mechanisms work to ensure ministry procedures are complementary to those of the GOA.
• Significant experience working as a Learning Professional or Educator.
• Experience delivering online to a diverse audience.
• Experience with the administrative requirements of a program area (human resources, budgets, business planning, etc.).
