The Ministry of Treasury Board and Finance (TBF) is responsible for budget planning, financial management and economic analysis, and the administration of tax and revenue programs. In addition, TBF undertakes policy and regulatory oversight of Alberta’s financial securities, insurance and pension sectors.

Role Responsibilities
We are recruiting for a Senior Investment and Debt Accountant positions within the Investment, Debt and Loan Accounting Group.
Reporting to the Manager of investment and Debt Accounting Group (IDAG), the Senior Accountants account for, report on and provide analysis for all transactions affecting the Province's investment, debt, derivative and loan portfolios. All Senior Accountants will be trained and proficient in all areas of responsibility within the group. The investment portfolio is in excess of $40 billion held in approximately 150 pooled investment funds and strategies, including the province’s short-term liquid investment portfolios. Participants in these pooled funds include government entities, endowment funds (including the Alberta Heritage Savings Trust Fund), public service pension plans and other commercial enterprises. The debt portfolio currently stands at more than $100 billion, including more than $6 billion on-lending (amounts borrowed on behalf of government entities) portfolio and more than $35 billion in foreign debt. The Loans to Local Authorities (LLA) portfolio exceeds $15 billion in amounts lent to municipalities, service commissions, airports, health and education authorities.
Other responsibilities include, but are not limited to:
- Provide professional accounting advice and support to Department management on all matters related to investments, debt and loans.
- Review, analyze, and reconcile debt and loan activities, including new issuances, redemptions, interest and amortization accruals, payments and restructurings.
- Review applicable legislation, including the Alberta Heritage Savings Trust Fund Act and ensure legislative changes are appropriately reflected in financial reporting.
- Prepare comprehensive quarter-end and year-end working papers supporting financial statement balances and disclosures.
- Assist with the preparation of Department and Ministry consolidated financial information and the Government of Alberta Annual Report.
- Account for and report on derivative transactions associated with debt and loan portfolios, including cross-currency swaps, interest-rate swaps, and forwards, using information obtained from Bloomberg and other financial information services.
- Maintain comprehensive knowledge of accounting policies, procedures, and reporting requirements related to endowment funds, pension plans and Department operations.
- Act as a subject-matter resource and respond to inquiries from internal and external stakeholders, including AIMCo, branches within Treasury and Risk Management, the Office of the Controller and other Government of Alberta ministries.
- Identify opportunities to improve accounting processes and procedures and recommend and implement more efficient and effective approaches.
- Prepare and provide quarterly and annual working paper files to the Office of the Auditor General and respond to audit inquiries and information requests as required.

To be successful in this role, you will bring strong previous experience in preparing working paper files and financial statement support, along with a breadth of knowledge surrounding different types of investment and debt instruments, including derivatives. Timelines in this role can become very tight, especially around quarter-end and fiscal year-end, so we are looking for someone who can work well under pressure, bring thoughtful analysis, and find practical ways to improve how we produce our deliverables.

Qualifications
Required:
- Professional accounting designation (CPA).
- University degree in a related field plus 5 years progressively responsible related experience. Equivalencies may be considered.
Preferred / Asset Experience:
- Experience with complex investment structures, debt instruments, derivatives or loan portfolios.
- Working knowledge of PSAB; IFRS and pension reporting are assets.
- Advanced Excel skills and comfort working in large financial systems; familiarity with 1GX or AIMCo reporting platforms is an advantage.
- Experience preparing or supporting published financial statements and working paper files for audit.
- Strong analytical judgment and the ability to work independently under tight reporting timelines.

36.25 hours of work per week, Monday to Friday.
This position is located at Terrace Building, Edmonton, AB. This position must be worked full-time in office.
