Role Responsibilities

Are you looking for an opportunity to apply your GIS (Geographic Information System) knowledge and skills to build a better Alberta?  Would you like to further develop your spatial data management and analytical skills? If so, we have an exciting permanent opportunity for you as our Senior GIS Analyst, in the Operations team, for the Assessment Services Branch, Alberta, Municipal Affairs. 

Reporting to the Manager,  Operations, as a Senior GIS Analyst, you will provide advice and assistance in the acquisition, management, manipulation, and analysis of geospatial data and report results for information received from stakeholders, industry, and other government offices. You will maintain and update internal GIS viewers, applications, collaborate with Alberta Geospatial Services Platform (AGSP), and provide solutions for enhancement requests. This includes the analysis of spatial data and cartography to support analysis and reporting. The position works with related GIS software and programs to create and maintain databases and/or maps that can be combined with geographically referenced data. The position also evaluates, performs, advises, and ensures the integrity of data, analysis, assembly, interpretation, and reporting of designated industrial property assessment inventory and information. 

Responsibilities

The main responsibilities of this position are (but not limited to):

  • Providing accurate geospatial/GIS, quantitative, graphical, and textual assessment information stored in the proprietary internal applications.
  • Support in producing property assessment notices and assessment rolls effectively and efficiently. Prepare, review, and analyze stakeholder RFI (Request For Information) submissions for compliance and content. Review and reference the Municipal Government Act (MGA), Minister’s Guidelines  (MG), and Designated Industrial Property Assessment Guidelines relative to legislated assessment requirements.
  • Supporting the ongoing audit of assessment data. Conduct sensitivity and impact analysis. Review and compare property assessments to determine trends, movement, utilization and variance in data. Maintain and use guidelines for organizing data compliant with records management standards and validate and verify output.
  • Collaborating with internal and external stakeholders to develop strong positive relationships.  Advise stakeholders on property assessment notices and rolls, RFIs and related legislation/regulation issues.
  • Collaborating with AGSP to maintain and update GIS applications, licenses, edit enterprise geodatabase, update tools and functionalities; Pictometry oblique imagery application administration and updates; training internal users and updating user manuals.Liaising with or advice municipalities on Designated Industrial Property assessment issues, if required.

  • Meeting with users to define data needs, project requirements/ required outputs, or to develop applications. Collaborating with other teams to gather business requirements for maps and functionality development
  • The Senior GIS Analyst is also responsible for the acquisition, managing, cartographical presentation, manipulation and analysis of data – primarily, but not limited to geospatial from multiple database sources including internal data and calculation systems  such as Alberta Linear Property Assessment System, (ALPAS), Computer Assisted Mass Appraisal System (CAMAlot), Assessment Shared Services Environment (ASSET), Alberta Geospatial Services Platform (AGSP), ArcGIS Online (AGOL), ArcGIS Portal, and external resources  such as Alberta Energy Regulator(AER), Land Titles Office(LTO) , Canadian Energy Regulator (CER), Alberta Utilities Commissions(AUC), Alberta Environment & Parks (AEP), Geomatics Data Management (GDM) etc.
  • Performing routine and scheduled GIS tasks and processes and automate where necessary.
  • Point of contact and representing ASB for GoA AGSP initiatives and business requests.
  • Managing Esri FieldMaps application for internal users – maintain, troubleshoot, provide support to users, training, update functionalities based on user requirements, based on GoA AGSP guidelines and standards.
  • Reporting high quality assurance information to senior staff, Ministry decision makers, municipal and industrial stakeholders, taxpayers and other GOA departments and program areas.
  • Manage multiple processes and projects; prioritize, schedule, and work with the manager to plan deliverables.
  • Regular communication and collaboration with teams and management regarding deliverables, deadline, challenges, and status updates.

Qualifications

University graduation in Geographic Information Systems (GIS) or a related degree (Geography, Computer Applications, Computer Science, Management Information Systems, Information Technology, Mathematics, Engineering, Geospatial) plus minimum 4 years progressively responsible directly related experience. 

Other requirements include:  

  • Demonstrated technical expertise in GIS technology, Esri’s ArcGIS products
  • Experience with geoprocessing and process automation using Python , (ArcPy), ArcTools and relational database management systems.
  • Proficient computer knowledge including relational database management system.
  • Proficient in Esri FieldMaps application development.
  • Expertise in spatial data querying and cartographic techniques.
  • Experience in handling user account administration, updating content on ArcGIS Portal, ArcGIS Online, ArcGIS Enterprise; GIS digitization and editing skills in ArcGIS Pro; knowledge of admin request for GIS application like ArcGIS Portal groups, Pictometry etc).
  • Strong interpersonal skills including effective oral and written communication skills, with the ability to translate complex spatial data into information that can be understood by peers and clients.
  • Experience packaging and delivering cogent and timely spatial and non-spatial data analysis management.
  • Knowledge of Alberta Township System.

Assets:

  • A related certification/accreditation (e.g. ESRI, other related software), project management certificate.
  • Knowledge of SAS, R, SQL FME, and project management/business analysis.
  • Experience in SAS VA and/ or Power BI platforms, GitHub, SSRS.
  • Experience in coordination, maintenance and management of data migration, license management of application and related data integration.
  • Analytical and technical skills to evaluate, perform, advise, and ensure the integrity of data, analysis, assembly, interpretation, and reporting of designated industrial property assessment inventory and information.
  • Experience with industry such as oil & gas, wells and pipelines, electric power system/generation, telecommunication and /or Designated Industrial Property fields (machinery/equipment/railway/farm land/building/land etc.)
  • Knowledge in the area of property assessment and taxation.
  • Knowledge of legislation and regulations surrounding property assessment and taxation with particular emphasis on designated industrial properties. Knowledge of Pictometry or other oblique imagery.
  • Experience working with AI workflows and creation of apps in ArcGIS.
