The Health Economics and Funding Unit provides leadership in the application of economics to the development of health strategies, policies, and programs to promote economic efficiency and effectiveness of the health system; and to enhance the system's ability to forecast fiscal resource requirements and to assess fiscal sustainability.

 

Role Responsibilities

As a Senior Economist, you will play a key role in supporting evidence-based decision-making, improving healthcare delivery, and driving fiscal sustainability in Alberta's healthcare system.

Key Responsibilities:

  • Evaluate the economic impact of healthcare programs, treatments, and policies using advanced models and cost-effectiveness analysis.
  • Advise Senior Management on strategies to improve healthcare outcomes while managing costs and maximizing efficiency.
  • Assess the effectiveness of healthcare programs and interventions to ensure value for money.
  • Collaborate with both internal teams and external partners to inform policy decisions and foster alignment with system goals.
  • Present findings clearly and accessibly to diverse audiences, including senior leaders and healthcare professionals, in a clear and accessible way.
  • Mentor and train emerging health economists, promoting the integration of economic principles into decision-making across the healthcare system.
  • Assess the economic implications of healthcare policies, and evaluate their effects on outcomes, costs, and access to services.
  • Use economic models to project future healthcare needs and anticipate the impact of demographic trends.
  • Identify and analyze major cost drivers within the healthcare system to guide efficiency improvements.
  • Compare to comparator provinces and countries in healthcare outcomes and spending.

Qualifications

University graduation in a related field (i.e. Economics, Health Economics, Public Health Administration, or Mathematics/Statistics) plus 4 years progressively responsible related experience; or equivalent as described below. 

Equivalency: Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education.


Assets: 

  • Strong knowledge of techniques and tools for theoretical and applied economics/econometrics/statistical models. 
  • Experience utilizing experimental design, sampling techniques, large datasets and statistical programming software (SAS, Access, SQL, Python, Oracle, and/or similar software packages).
  • Knowledge of the structure and evolution of health economics in Alberta, Canada and globally along with knowledge of Alberta's fiscal framework, and the political and social environments.
  • Strong analytical ability, data interpretation and problem-solving skills.
  • Excellent understanding of health data and databases including approaches and methodologies to link data and limitations of existing databases.


Skills:

  • Applying both strategic and analytic techniques to provide business solutions and recommendations. 
  • Excellent communication (oral and written) skills, including an ability to generate high-level analytical reports in a timely manner and ability to tailor materials for technical and senior management audiences. 
  • Highly motivated, with a desire to work as a member of a dynamic and high performing team.
  • Ability to prioritize multiple requirements and define a detailed process to complete required tasks.
