Role Responsibilities

We are currently seeking a highly skilled Senior Revenue Analyst to join our team. Reporting to the Manager of Revenue and Training (the "Manager"), the Senior Revenue Analyst provides critical support to the overall delivery of revenue operations, collaborates with the Team Lead and Legal Administrators within the Revenue Unit, collaborates with the Manager to support broader Section priorities, and maintains professional relationships with a broad range of internal and external stakeholders to resolve complex problems.

The Senior Revenue Analyst's expertise in revenue operations and advanced stakeholder relations capabilities support the management of public lands dispositions and the verification of data reported to Committee of Supply, Public Accounts, and the OAG. The Senior Revenue Analyst solves complex problems that require a robust understanding of both general and public sector accounting principles, Alberta's Crown lands fees, rents, and surface material royalties, and supporting legislation and regulation.

Responsibilities include, but not limited to:

  • Leading the analysis of lands revenue, including the development and maintenance of lands revenue procedures related to daily administration of charges, accounts receivable, and collections, and the accuracy of revenue forecasts and reports.
  • Ensuring the accuracy of all external stakeholder charges and invoicing for applications, occupation, and extraction (surface materials) on Crown land. This includes overseeing the tracking and calculation of interest and penalties, refunds, transfers between accounts, statement of account balances, security deposits, annual assessment charges, accruals, and collection of underpaid accounts for Crown dues.
  • Coordinating with divisional personnel as well as Public Land Disposition Management (PLDM) staff to ensure accurate assessment, charge and collection of fees, rents and royalties and data management within the existing regulatory framework and relevant approved dispositions, permits, licences, and authorizations.
  • Responding to inquiries from internal and external stakeholders and ensuring that charges are managed within a policy, administrative, and regulatory framework.
  • Collaborating with management and stakeholders internal and external to government for the development of test plans and conducting user acceptance testing of solutions as well as providing clarification of business rules during development and monitoring performance after solutions are implemented into a production environment.
  • Responsible for the provision of analyses, forecasts and recommendations for policy improvements, market research on rents, fees, royalties, and collection of debts owed to the Crown.

Qualifications

Minimum Requirements:

  • University graduation in a related field (finance, accounting, land management, etc.), and
  • 2 years progressively responsible related experience.


Equivalency:

Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education


Assets:

  • Leadership skills/experience.
  • Experience working with Alberta's fiscal framework, public lands policies and legislation specific to disposition management, or a very comparable system.
  • Experience with financial forecasting.
  • Experience with building or working in a collections program.
  • Experience with Land Management systems and processing disposition charges on public lands, for example CARS2, GLIMPS, AER (Alberta Energy Regulator) OneStop.
  • Proficiency in Microsoft Excel.
  • Proficiency in specialized project management and visualization software.

This competition is for 1 full-time permanent position located in Edmonton. 

Hours of Work: Monday – Friday, 7.25 hours per day / 36.25 hours per week
