The Strategy, Support and Integrated Initiatives (SSII) Division provides strategic and integrated support for Justice services and ministry priorities. Within SSII, the Modernization, IMT and Research (MIR) Branch delivers data, reporting, research, evaluation, and performance measurement services to support evidence-informed decision-making, accountability, and continuous improvement across the justice system.

The Reporting, Research and Evaluation (RRE) unit provides operational and strategic reporting, business intelligence, research, evaluation, performance measurement, statistical analysis, and information products that support program management, policy development, and service improvement. The unit also contributes to the development and enhancement of data and reporting systems to improve access to reliable and actionable information

Reporting to the Manager of Research and Evaluation, the Senior Research and Evaluation Analyst plays a critical role in advancing evidence-based decision-making within the ministry.
The team conducts research, performance measurement, and evaluation activities that inform and strengthen Alberta’s criminal, family, and civil justice systems. Through strategic analysis, stakeholder engagement, and evidence generation, the team supports the design, implementation, monitoring, and continuous improvement of programs, services, policies, and initiatives across the ministry.
 
Key Responsibilities for this role will include:
•    Conducting research studies, environmental scans, and evaluations to support ministry priorities and emerging business needs.
•    Developing logic models, theories of change, performance measurement frameworks, indicators, and evaluation frameworks to support program planning, monitoring, accountability, and continuous improvement.
•    Providing expert advice and consultation on research, evaluation, and performance measurement approaches to support policy, program, and operational decision-making.
•    Leading qualitative and quantitative data collection and analysis activities, including interviews, focus groups, surveys, and administrative data analysis.
•    Translating evidence into actionable recommendations, reports, presentations, and other knowledge products that support organizational learning and strategic decision-making.
•    Building organizational capacity through the development of tools, frameworks, guidance materials, and knowledge-sharing activities related to research, performance measurement, and evaluation.

Qualifications

Requirements
•    University degree in Social Sciences, Public Administration, Education or related field.  
•    Minimum 4 years of progressively responsible experience leading program evaluation applied research, or performance measurement projects.

Assets:
•    Experience in designing and conducting research, evaluation, and performance measurement projects, including the development of evaluation frameworks, theories of change, performance measurement frameworks, indicators, data collection strategies, and outcome monitoring approaches. 
•    Experience with applied research methodology and practices, including ethical guidelines, data collection, analysis, and reporting. 
•    Experience in both quantitative and qualitative analysis, including data visualization, using tools such as MS365 (Excel, Word, Visio), Power BI, NVivo, and online survey platforms.
•    Experience preparing briefings and providing recommendations for senior management to inform decision-making.
•    Experience leading consultations with diverse groups including Indigenous communities, organizational representatives, and subject matters experts.

Equivalencies will be considered based on one-year experience for one year of education or one year of education for one year of experience.

•    A related 2-year related diploma and 6 years of related experience. 
•    A related 2-year master's and 2 years of related experience. 
•    A related 1-year certificate and 7 years related experience.
•    No post secondary education and a minimum of 8 years related experience.

•    Hours of work: 7.25 hours per day / 36.25 hours per week (Monday – Friday).
