Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development. 

The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Role Responsibilities

Lead complex capital projects that shape the facilities Albertans rely on.

As a Senior Project Manager, you will lead the delivery of safe, functional, sustainable, and cost-effective government facilities. You will provide strategic direction throughout the project lifecycle, balancing client requirements, technical standards, budgets, schedules, risks, and stakeholder priorities.

You will be responsible for

•    Leading major capital projects from planning and design through construction, commissioning, and turnover.
•    Defining project scope, objectives, budgets, schedules, governance, and resource requirements.
•    Developing procurement strategies and overseeing consultant, contractor, and contract management activities.
•    Managing project risks, expenditures, commitments, changes, and performance against established requirements.
•    Providing technical oversight to ensure designs and construction meet client needs, contract requirements, codes, and standards.
•    Building collaborative relationships with client ministries, senior leaders, technical experts, industry partners, and other stakeholders.
•    Resolving complex project, design, construction, contractual, and stakeholder issues.
•    Leading, coaching, and developing multidisciplinary project delivery teams.

Qualifications

Required: University graduation in Architecture, Engineering or related, PLUS six (6) years related experience or equivalency as described.

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.

For Example: 
Related 1 year certificate PLUS a minimum 9 year of experience
Related 2-year diploma PLUS a minimum 8 years of experience
Related minimum 10 years of experience  

Must-Haves

•    Senior-level project management experience delivering large, complex building or infrastructure projects. 
•    Experience managing project scope, schedules, budgets, risks, and quality throughout the project lifecycle. 
•    Experience overseeing consultant and contractor procurement, contract administration, and project delivery. 
•    Strong knowledge of building design, construction practices, codes, regulations, and project delivery methodologies. 
•    Experience leading multidisciplinary teams and coordinating diverse stakeholder groups. 
•    Proven ability to resolve complex technical, contractual, financial, and stakeholder issues. 
•    Strong communication, negotiation, relationship-building, and stakeholder management skills. 
•    Experience managing project finances, contractual commitments, and change control.

Assets

•    Experience delivering major government, public-sector, or institutional facility projects. 
•    Knowledge of government operations, policies, legislation, and service delivery environments. 
•    Knowledge of contract law, public procurement practices, and governance frameworks. 
•    Experience working with senior executives, government officials, and project sponsors. 
•    Experience leading community consultations, stakeholder engagement initiatives, or politically sensitive projects. 
•    Knowledge of environmental sustainability principles and sustainable building practices. 
•    Experience coaching, mentoring, and developing project team members. 
•    Professional designation or membership such as PMP, AAA, or APEGA.
