Role Responsibilities

The Indigenous Health Programming Branch plays a key role in advancing Indigenous health priorities across Alberta. As a Senior Program Analyst, you will take a lead role in the development, implementation, evaluation, monitoring and reporting of strategic projects and initiatives that support improved health outcomes and more effective health care delivery for Indigenous peoples.

In this role, you will be responsible for identifying strategic approaches to advance Indigenous health projects and initiatives and support the development of policy. You will also foster collaborative relationships with colleagues internally, other jurisdictions, and with First Nations and Métis communities and organizations to ensure that Indigenous perspectives are reflected in program planning and health policy.

This position requires strong interpersonal skills, and the incumbent must exercise independent judgment, set priorities, and make decisions with minimal supervision, in a complex working environment.

Senior Program Analyst will be responsible for the following:

  • Lead the development and implementation of complex initiatives in collaboration with diverse partners, multidisciplinary teams, and cross-sector stakeholders to advance the divisional and ministerial mandates.
  • Review, evaluate, interpret, and support the implementation of Indigenous community health programs and policies within the department's mandate.
  • Identify and analyze complex, sensitive, and emerging issues affecting primary health care, health system partners, government ministries, and the broader Federal, Provincial, and Territorial landscape.
  • Lead and facilitate committees, meetings, working groups, and stakeholder engagements.
  • Research and prepare briefing materials, reports, recommendations, presentations, and decision-support documents on a variety of Indigenous health issues/initiatives for senior leadership and external stakeholders.
  • Collaborate closely with PPHS's four pillar agencies, including Primary Care Alberta, to support program and policy implementation.
  • Work collaboratively with First Nations, and Métis partners to assist in integrating community priorities with broader health system priorities as part of system planning.
  • Represent the division on Indigenous primary and community strategic initiatives.
  • Identify opportunities for continuous improvement and recommending enhancements to branch processes, tools, and practices.
  • Provide backup support to the Manager, as required.

Qualifications

Requirements:

  • University graduation (Indigenous relations, social sciences, public health, political science) or in a related field plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalencies: Directly related experience or education considered on the basis of: 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

The following knowledge or experiences are considered as assets:

  • Experience leading strategic projects or initiatives including development, implementation, evaluation, monitoring and reporting.
  • Experience providing strategic analysis, advice, and recommendations to support program, project, or policy development and implementation.
  • Experience supporting stakeholder engagement and partnership initiatives with Indigenous communities, organizations, government partners, and stakeholders.
  • Ability to analyze complex information, identify risks and opportunities, and develop practical solutions and recommendations.
  • Knowledge of Indigenous health priorities, issues, and the social, cultural, and historical factors impacting Indigenous Peoples.
  • Strong relationship-building, collaboration, facilitation, and communication skills, including preparing briefing materials for senior leadership.
  • Experience supporting change management initiatives, implementation planning, and performance measurement activities.
  • Experience working in the public sector, health sector, or with Indigenous governments, communities, or organizations is considered an asset.
