Role Responsibilities

Key Responsibilities:

 

  • Lead the design, development, implementation, and evaluation of transportation programs, projects, and strategic initiatives to support government priorities and improve outcomes for Albertans. 
  • Manage complex, multi-phase projects involving multiple stakeholders, ensuring timely delivery of project plans, policy recommendations, implementation strategies, and evaluation frameworks. 
  • Analyze operational, regulatory, financial, and program-delivery factors to identify program requirements, assess impacts, and develop evidence-based implementation recommendations. 
  • Prepare high-quality briefing notes, Cabinet submissions, reports, presentations, correspondence, and decision-making materials for senior executives and government officials.
  • Evaluate existing policies and programs, conduct jurisdictional scans and comparative analysis, and recommend improvements to enhance effectiveness and alignment with strategic objectives.
  • Lead stakeholder engagement and consultation activities, including the development of engagement strategies, facilitation of discussions, and incorporation of stakeholder input into policy and program development.
  • Build and maintain collaborative relationships with internal and external stakeholders, Indigenous communities, industry partners, municipalities, and other government jurisdictions. 
  • Identify program and implementation risks, emerging issues, and opportunities, and develop mitigation strategies and recommendations for senior leadership. 
  • Coordinate and support cross-ministry, cross-government, and stakeholder committees, ensuring ministry perspectives are effectively represented and advanced. 
  • Lead the development and implementation of transportation and traffic safety initiatives, programs, and projects, including performance measurement and outcome evaluation.
  • Provide strategic advice and expert policy/program guidance to senior management on high-profile and complex issues. 
  • Procurement activities, contract administration, and performance monitoring. 
  • Facilitate knowledge sharing, mentorship, and capacity building within project teams and across stakeholder groups. 
  • Contribute to branch strategic planning, operational planning, and priority setting activities, and act on behalf of management as required.

Qualifications

Required:

 

  • University graduation in a related field such as Political Science, Business Administration and other Sciences, or related field, plus 4 years progressively responsible related experience; or equivalent as described below. 


Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

 

Knowledge & Skills

  • Extensive knowledge of policy analysis, program design, development, implementation, and evaluation within a public sector environment.
  • Strong understanding of government decision-making processes, stakeholder interests, and the legislative, regulatory, and policy frameworks that influence transportation initiatives.
  • Knowledge of Alberta's transportation system, traffic safety issues, and emerging trends affecting road users and stakeholders.
  • Experience conducting research, environmental scans, jurisdictional reviews, and evidence-based analysis to support strategic policy and program recommendations.
  • Demonstrated expertise in stakeholder engagement and consultation, including planning, facilitation, analysis, and reporting for complex, multi-stakeholder initiatives.
  • Strong project management skills, with experience leading and coordinating multiple priorities, project teams, and cross-functional initiatives.
  • Proven ability to develop high-quality briefing materials, reports, presentations, Cabinet and executive decision documents, and other strategic communications for senior leadership.
  • Strong leadership, problem-solving, and decision-making skills, with the ability to manage competing priorities and provide guidance to project teams and stakeholders.
  • Exceptional written, verbal, and interpersonal communication skills, including the ability to convey complex information clearly to diverse audiences.
  • Proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, and Copilot, as well as survey and document management tools such as SurveyMonkey and Adobe Acrobat Pro.
  • Knowledge of contract development, procurement processes, and contractor management is considered an asset.
