Procurement Services provides services to the Government of Alberta’s Justice ministry, which is one of the most complex ministries within the Government of Alberta, playing a leading role across the spectrum of the justice system. Role Responsibilities

The Senior Procurement Officer position is essential to the Ministry’s procurement and contracting function and is significant in providing guidance and expertise required to deliver a diverse portfolio of goods and services.
As the Senior Procurement Officer, you will report to the Procurement Manager, and will act as a knowledgeable advisor with expertise in managing risk related to procurement and will effectively manage a diverse portfolio of simple to more complex procurement projects as per the appropriate procurement process. By gaining an understanding of the needs of the program area, you will identify roles and responsibilities of the project team, establish timelines, develop the solicitation documents, obtain approvals, and evaluate and manage contract award. This role drives consistency and accountability across all divisions, supports ethical behaviour, ensures integrity of the process, and promotes the objective to obtain best value for money.
Operating within the Government of Alberta Procurement Accountability Framework, your responsibilities will include (but are not limited to):
- Ensuring compliance with applicable trade agreements, legislation, regulations, policies, guidelines, and procedures.
- Applying the Delegation of Authority to the approval process and ensuring the project scope, time, cost, and quality are accurately reflected for decision-making and record purposes.
- Providing equitable opportunities to the vendor community in a fair, open, and transparent manner using the Alberta Purchasing Connection (APC) website.
- Developing and managing efficiently various RFx processes including Request for Proposal (RFP), Pre-Qualification Request (PQR), Request for Quote (RFQ), and Request for Information (RFI).
- Providing leadership, guidance, and support in decision-making.
- Building and maintaining effective relationships with stakeholders.
- Facilitating best practices, applying the latest standards, and taking a forward-looking, innovative approach to optimize the development and enhancement of operational procedures and policies.
- Providing mentorship to team members, positively influencing their personal and professional growth and development.
- Acting as the single point of contact during the solicitation process, monitoring questions from the vendor community, consulting with project team members, considering legal implications, and responding appropriately.
- Within the Enterprise Resource Planning (ERP) system, creating and updating contract workspaces upon the execution of contracts and amendments to support contract administration.

Qualifications
The Minimum Requirement standards for this position is a university graduation in a related field (e.g. Business Management, Commerce, Supply Chain Management) plus 4 years progressively responsible related experience; or a combination of education and/or related experience totaling at least 8 years.
Experience or knowledge that will be considered an asset:
- Experience developing and managing the complete process for various RFx with a stronger focus on service commodities, including contract administration policies and procedures.
- Knowledge and applicability of all trade agreements: World Trade Organization on Government Procurement Agreement (WTO GPA), Canadian Free Trade Agreement (CFTA), New West Partnership Trade Agreement (NWPTA), Comprehensive and Economic Trade Agreement (CETA), Trade Continuity Agreement (TCA), and Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
- Experience analyzing, researching, problem-solving, and recommending acceptable solutions to complex issues involving a variety of requirements, stakeholders, and vendors.
- Experience in project management, including organizational and time management skills as well as the ability to multi-task.
- Highly skilled in computer applications and software tools such as Microsoft Office Pro, Adobe Pro, internet, and ERP software applications for Supply Chain Management functions.
- Knowledge of Alberta Government and/or Ministry legislation, regulations, policies, guidelines, administrative practices, and procedures associated with the procurement function.

Hours of Work:
7.25 hours a day / 36.25 hours a week.
Schedule: Hybrid three days in office two days work from home after training complete.
Office Location: ATB Place North, Edmonton.
Term of Employment:
Full-Time, Temporary 1 year, with optional 1 year extension.
