The Childcare Transformation & Strategy (CCT) Branch leads the planning, development, and management of Alberta’s childcare transformation, including the implementation of the $3.8 billion Canada–Alberta Canada-Wide Early Learning and Child Care (CACWELCC) Agreement. The Branch advances the Ministry’s goal of building an affordable, accessible, high-quality childcare system for Alberta’s children and families.

Role Responsibilities

Reporting to the Manager, Childcare Transformation Strategy and Policy, this position plays a key role in supporting early learning and childcare policy development, funding approache design, and system transformation initiatives. 

 

The position provides timely, accurate, and evidence-informed advice to support Branch priorities and policy development. This includes conducting research and analysis, understanding stakeholder perspectives, completing jurisdictional scans, and communicating complex concepts using clear succinct language. . The role leads policy analysis to support the design of funding approaches, including drafting decision documents, preparing briefings and reports, supporting change management, and coordinating cross-functional project activities. 

 

Responsibilities include:

 

  1. Policy Analysis and Advisory: Provide strategic, evidence-based policy advice on child care transformation by conducting policy analysis, developing decision packages, and preparing recommendations for senior leadership and executive decision-making.
  2. Research: Conduct research, environmental scans, and analysis to identify trends, evaluate policy impacts, and develop evidence-based policy options and recommendations.
  3. Policy Development and Briefing Materials: Develop and draft policy documents, briefing notes, decision requests, and presentations, translating complex information into clear, concise, and actionable insights.
  4. Support Stakeholder Engagement: Support stakeholder engagement by developing engagement materials, and synthesizing stakeholder feedback to inform policy and program development.
  5. Project Management: Apply project management methodologies to plan, coordinate, and monitor policy initiatives, ensuring deliverables, timelines, and accountability are achieved, including contract management support.

Qualifications

University degree in related field (such as, but not limited to, Arts, Social Sciences, Business, Public Administrationor a related discipline) combined with a minimum of four years’ progressively related experience is required. 

 

Equivalency: Directly related education or experience is considered on the basis of one year of education for one year of experience; or one year of experience for one year of education.

 

Preference will be given to those who have experience in:

 

  • Communicating complex concepts using clear succinct, plain language writing.
  • Coordinating and synthesizing information in a rapidly changing environment.
  • Developing, evaluating, implementing policy initiatives, programs, and services.
  • Building effective partnerships when working with multiple internal and external stakeholders. 
  • Strong organizational  ability to manage multiple, diverse, complex, and sensitive assignments within fixed timelines
  • Strong team and interpersonal relationship, ability to promote teamwork, collaboration, and partnership.
  • Ability to work independently, be proactive and take initiative. 
  • Excellent verbal and written skills.
  • Alberta's Child Care sector. 
  • Reading, reviewing and interpreting legislation, regulations, policy, and standards.
  • Government related policies, processes, legislation, and policy development cycles including implementation.
  • Project management best-practices.
  • Strong critical, analytical, and problem-solving skills.

Notes

There is one full time permanent position working 36.25 hours per week, Monday to Friday.

 

Work location is Edmonton or Calgary.
