Assisted Living and Social Services (ALSS) helps provide stability and security for vulnerable Albertans, including seniors, people with disabilities, low-income individuals and those facing homelessness, while also providing opportunities to foster independence and quality of life. This includes supporting the delivery of preventive programming and helping Albertans access disability services, continuing care, homelessness supports, financial assistance and employment services, seniors supports and other social-based programs.

The Preventive Community Services (PCS) division is responsible for programs, administering funding and working closely with community partners to prevent and address a wide range of social issues including homelessness where the division works to make sure everyone has a safe place to stay and can be connected to housing with appropriate supports. PCS also contributes to the ministry's mandate of supporting vulnerable Albertans with low incomes meet their basic needs through funding to municipalities as part of the Family and Community Support Services (FCSS) Grant and FCSS Accountability Framework Low-Income Transit Program (LITP), food security and Service Dog Programs. Role Responsibilities

This position is responsible for supporting the development, implementation, and ongoing monitoring of programs, policies, and legislation designed to enhance the well-being of vulnerable Albertans. Key responsibilities include managing and evaluating primarily the FCSS program but could also include the other PCS programs. The role also involves full-cycle grant management, including overseeing financial activities, ensuring compliance with legislation, monitoring program outcomes, and supporting municipalities, Métis Settlements, and civil society organizations in the effective delivery of services.

In addition to program oversight, the position provides strategic advice to senior leadership, engages with stakeholders, and conducts research and analysis to inform preventive social service strategies. The role requires collaboration with internal teams, such as finance and legal, to develop policies, track project milestones, and ensure the timely completion of initiatives. It also involves preparing briefings, analyzing program data, and offering expert recommendations on emerging trends, social issues, and best practices to support informed decision-making.

The position is a key advisor and communicator, addressing complex and politically sensitive inquiries while supporting community capacity-building efforts. Stakeholder engagement is critical to developing and maintaining support for policy initiatives, The position is directly responsible for regular and ongoing engagement with stakeholders in information sharing, issues identification, problem solving and strategic thinking to find preventive solutions to social issues and support the implementation of the FCSS Accountability Framework.

The role ensures effective communication of major accomplishments and emerging issues to senior leadership. By facilitating the development and delivery of preventive social services, the position directly impacts the Ministry’s ability to design programs that enhance the well-being of Albertans and meet government priorities.

Qualifications

Minimum requirement standard:
University graduation in a related field plus 4 years progressively responsible related experience.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience.
  • 1 year of experience for 1 year of education.


Preference will be given to candidates with a degree in Public Administration, Business Administration, Commerce and Social Sciences, Community Development and Education, with 4 years related work experience related to service delivery, policy and stakeholder relations.

The following will be considered assets :

  • Strong knowledge of community development, provincial and community prevention networks and resources
  • Current knowledge of emerging issues in preventive policies and practices
  • Expertise in adult education
  • Proven problem-solving, analytical, and policy development skills
  • Effective communication, stakeholder engagement, and leadership abilities
  • Advanced understanding of MS365 software, including PowerPoint, Word, Excel, Project, Visio, and Outlook
  • Knowledge of applicable legislation, regulations, ministerial orders, and guidelines (i.e. Family and Community Support Services Act, Government Accountability Act, Government Organization Act, Municipal Government Act, Financial Administration Act, Alberta Public Agency Governance Act
  • Knowledge of research methodologies, tools, statistics, techniques, and information systems, data management and analysis
