The Ministry of Affordability and Utilities is seeking a highly analytical and collaborative Senior Policy Analyst to join the Retail, Distribution, and Programs Branch. If you're passionate about public policy and have expertise in Alberta’s utility retail markets, this is your opportunity to influence meaningful change.
Reporting to the Manager, Retail Policy & Programs, you will lead the research, development, and implementation of policies and regulations for Alberta’s electricity and natural gas retail markets. This role involves providing expert advice to leadership, engaging stakeholders across sectors, and participating in high-profile, multi-stakeholder initiatives that directly focus on stabilizing costs for Albertans.
Key Responsibilities:
- Alberta utilities sector (electricity systems, markets, and regulatory frameworks)
- Policy development
- Monitor and assess developments in energy policy and regulation in other jurisdictions to identify potential implications.
- Provide expert policy interpretation and strategic advice to departmental leadership and senior government officials.
- Draft and review policy documents, regulatory proposals, legislation, and Cabinet or Treasury Board materials.
- Lead the preparation of stakeholder engagement materials, including discussion guides, consultation summaries, and presentations.

- Evaluate the effectiveness of current policies and recommend updates to ensure continued alignment with Alberta’s affordability goals.
- Collaborate with legal counsel, communications staff, and regulatory agencies to support the legislative process and public communications.
- Represent the department at stakeholder consultations, public meetings, and intergovernmental working groups.
- Develop implementation plans for approved policy initiatives, identifying key milestones, risks, and mitigation strategies.
- Oversee the implementation and continuous delivery of utility affordability initiatives and rebate programs, working in close collaboration with IT, Finance, and other key departments.
- Contribute to business planning and reporting activities for the branch, aligning with ministry goals and priorities.
- Prepare briefing notes and supporting materials to inform leadership and ministry departments of program status, policy updates, decision records, and key messages.
- Mentor junior analysts and contribute to building policy capacity within the branch.

Qualifications
University graduation in economics, business, engineering or other related field plus 4 years progressively responsible related experience; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.
Required experience:
• Policy development.
• Technical writing.
• Research analysis.
• Data analysis.
• Project management.
The following assets will be considered:
- Alberta utilities sector (electricity systems, markets, and regulatory frameworks).
- Experience with agencies such as the Alberta Utilities Commission (AUC), the Market Surveillance Administrator (MSA), and the Utilities Consumer Advocate.
