Role Responsibilities
The Motor Vehicles Modernization Unit of the Traffic Safety Services Division is looking for 2 Senior Policy Analysts. These positions report to the Product Manager and Motor Vehicle Modernization Manager. The Senior Policy Analyst plays a lead role in developing and deploying innovative projects including information enhancements, process improvement initiatives, transportation safety programs, regulatory reviews, and operational policy projects.
As the Senior Policy Analyst on Alberta Transportation and Economic Corridors’ Motor Vehicle Modernization Project, you will provide expert legislative and policy leadership to a small, senior-level team charged with redesigning the province’s entire motor-vehicle and traffic-safety ecosystem. Working closely with Senior Business and Data Analysts, you will translate complex legal frameworks into clear models and option papers for executives and Cabinet, recommend targeted amendments that streamline governance and enable new service-delivery models, and articulate the change-management and risk-mitigation strategies needed to implement them.
The responsibilities of these roles include:
- Leading and managing complex projects involving transportation policy, legislation, and system planning, including stakeholder coordination and contractor oversight.
- Developing and analyzing policies by conducting research, evaluating impacts, and preparing recommendations and materials for senior leadership.
- Coordinating stakeholder engagement by building relationships, leading consultations, and integrating feedback into policy and program development.
- Supporting program implementation by aligning initiatives with government priorities, collaborating across departments, and evaluating outcomes.
- Preparing strategic communications such as briefing notes, presentations, and reports under tight deadlines.
- Representing the division on cross-ministry committees and working groups, ensuring alignment with ministry goals.
- Contributing to team operations by supporting planning activities and acting on behalf of the manager when needed.

Qualifications
Requirements:
- Bachelor’s degree in Public Administration, Law, Economics, Social Science or a related field, supplemented by at least four (4) years of senior policy experience in complex, multi-stakeholder settings.
- Extensive research and analysis experience.
Equivalencies:
- A related two-year diploma and a minimum of six (6) years of related experience; or
- A related one-year certificate and a minimum of seven (7) years of related experience; or
- A minimum of eight (8) years of related experience.
Assets:
- Knowledge of Alberta's traffic safety programs and those outside the province.
- Experience leading policy analysis, research, development, and implementation, including outreach and consultation activities.
- High level of political acumen and understanding of the policy cycle.
- Analytical and problem-solving skills, including ability to critically analyze issues and integrate information.
- Experience in drafting correspondence and policy options to senior officials and executive management that includes letters, briefing notes, reports, presentations, visuals, Cabinet decision-making documents, etc.
- Project management experience, PMP or PROSCI designation, experience managing several complex issues at the same time and meet firm deadlines.
