The Ministry of Assisted Living and Social Services (ALSS) leads housing, assisted living and continuing care, seniors, income, employment and homelessness supports, disability services, and other social-based programs. The Continuing Care Branch is responsible for the development of provincial strategic policy for home care and continuing care homes. This includes providing Albertans with the health, personal care and accommodation services they need to support their health and independence. The Senior Policy Advisor reports to the Manager of Strategic Policy and Planning in the Continuing Care Branch.
Role Responsibilities

This role offers an opportunity to directly contribute to the well-being of Albertans to age independently at home and in one’s community or in residential continuing care, and to receive the highest-quality wraparound supports and health services.
We’re seeking a policy professional with strong analytical, coordination, and problem-solving skills to support Alberta’s continuing care system. You will lead and contribute to cross-ministry initiatives that span health care, accommodations, and social services—often involving high-impact decisions, tight timelines, and sensitive political considerations.
This role requires balancing proactive policy analysis with responsive action on emerging issues. You’ll manage multiple projects, collaborate with a broad range of stakeholders, and build strong partnerships to move priorities forward.

Responsibilities:
- This role leads and supports continuing care projects involving policy, legislative, and economic analysis. Coordinate implementation plans, manage risks, guide teams, resolve stakeholder issues, and prepare high-level briefing materials—while ensuring alignment with legal and legislative guidance.
- This role requires timely, clear analysis and recommendations on complex continuing care issues, coordinating with stakeholders across systems. Lead resolution strategies that align with relevant policies, standards, and legislation to support informed executive decision-making.
- This role demands strong analytical, coordination, and problem-solving skills to navigate complex, cross-ministry policy issues affecting continuing care. It requires balancing long-term planning with rapid response, managing multiple priorities, and collaborating with diverse stakeholders to address sensitive and evolving challenges that impact the well-being of Albertans.
- This role leads and supports corporate reporting, and collaborating with partners across the Ministry, on continuing care information as part of Ministry reporting accountabilities.

As the Senior Policy Advisor, in addition to your education and experience, you will demonstrate well-honed competencies in the following areas:

Qualifications
University graduation in a related field (Finance, Economics, Public Health, Public Policy, Social Sciences, Health) plus 4 years progressively responsible related experience; or equivalent as described below.
Related experience or education may be considered as an equivalency on a one for one basis:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
Related experience:
- Extensive experience in completing policy analysis and development in order to successfully manage policy projects which require analysis and the development of implementable recommendations.
Assets:
- Advance verbal and written communication with excellent conflict resolution skills.
- Working knowledge of: the continuing care sector; health or social care funding models/economics, health service delivery; health legislation and regulation; the theory and practice of policy analysis, problem solving, team work or consensus building; government goals and decision making process; and, public consultation will be assets in this position.
- An in-depth knowledge of all applicable continuing care (and related) legislation, regulations, policies criteria guidelines, processes and procedures.
- Demonstrates excellent leadership, problem-solving, and communication skills.
- Current or previous advisory experience in a related field.
Notes
Hours of work are 8:15 AM to 4:30 PM, Monday to Friday.
36.25 hours per week (full-time).
This competition will be used to fill a temporary position in Edmonton or Calgary .
