The Strategic Engagement and Policy Innovation (SEPI) branch is a Centre of Excellence within the Consultation, Land and Policy (CLP) division. SEPI provides a strong foundation of policy development, strategic engagement, expert advice and relationship building through engagement, education, training, and capacity funding to ensure Alberta fulfills its duty to consult in matters related to land and natural resource management while considering the needs of all parties including Indigenous communities and organizations, industry, municipalities and regulators. 

The Strategic Policy and Intergovernmental Relations team is a corporate policy unit that   contributes to the ministry by doing research and analysis to create project documents, creating briefing materials, cabinet packages, inter-ministry and intergovernmental correspondence.
 


 

 

 

Role Responsibilities

If you are passionate about Indigenous policy development and have a keen analytical mind, this role is for you. Research and analyze data and emerging policy trends affecting Indigenous economic, social, or governance policy direction. Coordinate policy development and information sharing within the department and across ministries. Provide strategic advice on policy options and assist in forecasting trends.

Key Responsibilities of the role include: 


1.    Policy Development and Strategic Advice

  • Develop strategic policies and provide policy recommendations.
  • Conduct research and cross-jurisdictional scans.
  • Prepare briefing notes and Cabinet documentation on Indigenous issues.
  • Identify short- and long-term impacts of policy options.


2.    Coordination and Evidence-Informed Policy Advice

  • Support research, analysis, and drafting of policy documents.
  • Conduct policy analysis for Indigenous Relations and cross-government groups.
  • Present findings on Indigenous policy trends.


3.    Cross-Ministry Collaboration

  • Participate in and support cross-ministry projects.
  • Liaise on projects involving Indigenous communities.


4.    Data Analysis and Strategic Advice

  • Monitor and analyze data and research on Indigenous policy.
  • Liaise with various jurisdictions and organizations.
  • Support the implementation of Indigenous initiatives.


5.    Team Leadership

  • Participate in team planning and reporting.
  • Build strong working relationships across the department.
  • Prepare responses to action requests.

Qualifications

Required: 4 year University graduation in a related field (e.g., Public Policy, Indigenous Studies, Political Science, or History) plus 4 years progressively responsible related experience in research and analysis, policy development and review, technical writing and briefing, project management or equivalent as described below. 

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Experience in the following will be considered as assets:

  • Strong understanding of Government of Alberta (GoA) policy and strategic development, governance structure, and decision-making processes.
  • Robust knowledge and experience in research and development of strategic policy frameworks with strong research, analytical, writing and synthesis skills.
  • Excellent interpersonal and communication skills with an ability to work effectively in teams and to exercise discretion and diplomacy in a sensitive political environment.
  • Knowledge of Indigenous history, governance, organizations, communities, and culture.
  • Awareness of national and global policy developments, data, trends, and legislation relevant to Indigenous policy.
