Role
The Health System Planning and Quality Branch: The Senior Policy Advisor position in the Health System Planning and Quality Branch supports the Ministry of Health’s capacity in providing leadership and oversight of access, quality and safety in the health system. The branch aligns health delivery and capital investment with government policy and sets the standard for health service planning, including adoption of new models of service delivery and healthcare system design. A key responsibility includes working with health system partners to ensure an integrated approach to planning across all service sectors. Additional priorities include service quality and safety of care through initiatives related to shortening surgical wait times, clinical appropriateness and person-centered care.
The Acute Care Policy Unit: The Acute Care Policy Unit, situated in the Health System Quality and Planning Branch, is a high-performing, demanding, fast-paced work environment, dedicated to developing and supporting strategies, policies, and legislation underpinning Alberta's acute care system. Working with Alberta Health Services and major health system stakeholders (e.g., Covenant Health, College of Physicians and Surgeons of Alberta, Alberta Medical Association, Health Quality Council of Alberta, etc.), the unit aligns acute care policies with government priorities and strategic directions. A key responsibility includes working with health system partners to ensure an integrated approach to aligning acute care policies with the Government of Alberta's mandate for the provincial health system.
The Senior Policy Advisor supports health system initiatives focused on acute care policy, working to enhance efficiency and effectiveness of acute care services in the province by providing expert advice, and developing, measuring, implementing and assessing initiatives, including improving surgical access and reducing wait times to within clinically appropriate targets. The Senior Advisor works independently and as part of a team to support leadership.
The Senior Advisor is responsible for conducting analyses, supporting working groups, managing grants, and developing a variety of materials (e.g., briefing notes, correspondence, presentations, jurisdictional scans, data analysis and reporting..) across acute care policy areas, such as:
- Hospitals Act and its related regulations.
- Health Facilities Act and its related regulations
- Acute and ambulatory care service sectors.
- Hospital services, including surgery, emergency department, critical care capacity, obstetrical and other inpatient services.
- Wait time reporting and analysis for surgery and acute care; and
- The designation of chartered surgical facilities across the province.
Qualifications
Education:
- University graduation in a related field (e.g., healthcare, research, public policy) plus 4 years progressively responsible related experience; or equivalent as described below.
Experience:
- Policy research and development in a large, complex organization or system; and/or
- Stakeholder consultation/engagements, leading working teams; and/or
- Project management in a policy development or implementation setting
Equivalencies: Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
Note: For professional work related to Communications (e.g., Public Affairs Officer), a directly related diploma is considered equivalent to university graduation in a related field.
Asset Experience:
- Experience working in a government setting (municipal, provincial, or federal)
- Experience working in the government as a stakeholder

Salary
$2,176.64 to $3,550.90 bi-weekly ($70,904 - $92,678/year)
