Role Responsibilities 1/2

The Housing Division within the Ministry of ALSS is seeking a dynamic and results-driven professional to lead the delivery and evolution of continuing care capital grant programs across Alberta. 

As the Senior Manager, Continuing Care Capital - Grants, you will provide strategic leadership for the development and delivery of continuing care capital grant programs, supporting the creation and modernization of care spaces across Alberta. You will navigate complex stakeholder interests, manage politically sensitive issues, and ensure projects are delivered on time, within budget, and in compliance with design standards and legislation. Through innovative problem-solving and sound judgment, you influence policy, partnerships, and long-term solutions that enhance facility-based care and integrated housing outcomes for Albertans.

 

Reporting to the Director, Continuing Care Capital Program, you will lead collaborative initiatives across the health and housing sectors, shaping policies, programs, and projects that support the well-being of seniors and other residents who rely on facility-based care. You will provide guidance on strategic priorities, identify opportunities for system improvements, and help ensure that program objectives align with broader government goals.

 

You will also manage a team of Program Analysts to deliver the Continuing Care Capital Program effectively. In this role, you will oversee program development, design standards, and project management for capital grant initiatives, ensuring the successful delivery of net-new and modernized continuing care spaces. Your leadership will foster team performance, support professional development, and drive excellence in program outcomes across Alberta.

 

Your responsibilities in this role will include, but will not be limited to:

 

Capital Grant Program Leadership

  • Leading the development and modernization of continuing care capital grant programs, including integration with social housing initiatives.
  • Establishing program guidelines, overseeing proposal evaluations, integrating best practices and technology solutions, and providing strategic reporting to senior leadership.

 

Design Standards & Project Oversight

  • Providing strategic oversight of government-funded continuing care construction projects to ensure compliance with Continuing Care Design Standards, approved scope, cost, and schedule.
  • Chairing design reviews, resolving complex scope and stakeholder conflicts, and recommending updates or deviations to standards as required.

 

Capital Project Governance & Risk Management

  • Overseeing planning and execution of capital grant projects to ensure alignment with government objectives and contractual requirements.
  • Negotiating and resolving legal or procedural obstacles, monitoring project performance, mitigating risks, and authorizing contractual milestone payments.

 

Strategic Advice & Executive Support

  • Providing evidence-based advice and developing briefing materials, action requests, and correspondence for senior Ministry and GoA leadership.
  • Coordinating with policy and operational units to ensure strategic alignment and effective implementation.

 

Cross-Ministry Representation & Partnerships

  • Representing the Ministry in cross-ministry and multi-sector initiatives related to continuing care infrastructure and housing models.
  • Building and maintaining partnerships with Infrastructure, Assisted Living Alberta, other ministries, and continuing care stakeholders to advance integrated care solutions.

Qualifications

Requirements:

University graduation (4 years) in a field related to the position such as Architecture, Engineering, Infrastructure, Construction, Project Management, Business Administration, and any other related majors, supplemented by six (6) years progressively responsible experience in the areas such as Project Management, Continuing Care, Building and Infrastructure, Construction, Facilities, Engineering, Risk Assessment/Management, Architecture, Modernization, Grant Development, Grant Administration, etc.

 

Equivalencies: Related experience or education may be considered as an equivalency on a one for one basis.
