The Legislative Services unit within the Strategic Services branch is responsible for supporting the delivery of the ministry’s legislative, regulatory, and agency governance agenda. This work includes legislative planning and managing the preparation of legislative instruments: bills, regulations, Orders in Council, Ministerial Orders, and Delegation of Authority Orders.

Role Responsibilities
Reporting to the Manager, Legislative Services, the Senior Legislative Analyst works to ensure policy and legislation (Acts, regulations, and codes) are coordinated and aligned across the Ministry to support the Government's and Ministry's mandate. The Senior Legislative Analyst is responsible for providing legislative planning, development, and complex project management services to legislative projects.
This position is responsible for leading and supporting legislative review projects and drafting new or amending legislation and decision documents to implement Ministry policies respecting Alberta labour relations, workplace safety, workers' compensation, employment standards, economic development, immigration, and multiculturalism. The position has responsibility for drafting and managing the process for Ministerial Orders and Recommendations for Orders in Council for Acts and regulations.
Position accountabilities include:
- Contributes to legislative and regulatory projects and initiatives by executing efficient project management;
- Prepares and provides input to briefings and other materials for approvals;
- Identifies issues and potential solutions and responses;
- Conducts research to inform perspective and ensure alignment with strategic priorities;
- Works collaboratively with policy and program delivery areas to ensure legislative proposals align with policy intent; and
- Builds legislative capacity within JETI teams by providing guidance through the legislative process.

- Develop Networks - Developing and maintaining relationshiops with JETI staff and staff from across GOA is imperative for success in the role, including relationships with Legislative Counsel, Legal Counsel, Policy Coordination Office, and legislative and program area staff in other line departments.

- Drive for Results - Managing projects to completion is crucial and when developing various briefings packages, drafting instructions, legal requirements (ie. MO's and ROC's) and other identified products, within prescribed (and often-tight) timelines.
- Systems Thinking - Supporting the creation of brand new legislation or drafting substantitive amendments to existing legislation requires the Analyst to consider linkages, anticipate impacts and ask questions regarding the underlying policy rationale and objectives.

Qualifications
University graduation in Political Science, Public Administration, Arts or related field plus 4 years progressively responsible related experience. One year of degree for one year of experience and vice versa will be considered as equivalent.
The Senior Legislative Analyst must have the following skills and abilities:
- Excellent interpersonal skills: relationship, negotiation, conflict management, consensus building, and facilitation skills to manage and coordinate program area staff and other departments in meeting project deliverables; ability to work collaboratively in multi-disciplinary, multi-level team settings.
- Excellent analytical and problem-solving skills: ability to develop, synthesize, articulate, and interpret a broad and complex range of legislative and policy principles and apply the results to the unique activities of each program area.
- Excellent oral and written communication skills: with an ability to express technical and complex issues in a manner that facilitates informed decision-making by senior Ministry officials.
- High level of adaptability: ability to workin a changing environment and respond to changes in process and short timelines.
- Aptitude for detail and accuracy: ability to focus on small details, ensuring work is thorough and precise.
Experience and skills in implementing legislation and the use of alternative legislative instruments (e.g., ulitilization of an Act versus regulation or Ministerial Order) are an asset.
A thorough familiarity with the legislation under the responsibility of JETI is an asset.

There is one permanent full-time position, working 36.25 hours, Monday to Friday per week.
Working location is in Commerce Place, Edmonton.
