The Energy Operation division is responsible for leasing and maintaining Alberta’s Crown mineral rights and for calculating, assessing, collecting, and reconciling royalty revenues from natural gas, natural gas liquids, helium, conventional oil, oil sands, coal, and metallic and industrial minerals on behalf of Albertans. In addition, the division looks after Petrinex, which is a key volumetric reporting system for industry and western Canada.
Role Responsibilities
The Energy Operations division is seeking Senior Land Analysts for both permanent and temporary positions supporting Oil Sands, Coal and Mineral Operations Unit. Do you excel at meticulous work, insightful analysis and recognize the importance of accurate record-keeping? As an Analyst within Oil Sands Tenure, you will play a crucial role in administering about 5000 active oil sands agreements and the processes associated with the disposition of Crown oil sands rights through public offerings and direct purchases.
This role is focused on the disposition of Crown oil sands lands and managing the lifecycle of oil sands leases. As a key administrator and decision-maker in the granting, maintenance, and the disposition of Crown oil sands, the analyst ensures regulatory compliance, accurate record-keeping, and efficient resource management. Core responsibilities include:
Lease Management and Continuation:
- Evaluate and process applications for lease continuations, extensions, and amendments based on geological and legislative criteria.
- Communicate with industry regarding application requirements and deficiencies.
- Collaborate with Geology for technical reviews and interpretation.
- Prepare official correspondence (continuation letter, cancellation letters, amended agreements, etc.).
- Interpret and apply relevant regulations and policies.
- Manage financial aspects including rent adjustments, refunds, and escalating rentals.
- Maintain accurate records in relevant systems (i.e. AMI, CARS2).
Crown Rights Disposition:
- Administer the process for the disposition of Crown oil sands rights according to legislation and policy.
- Interact with industry to clarify regulations and resolve disposition issues.
- Review and process postings and direct purchase requests.
- Generate and review public offering notices and related documents.
- Issue new oil sands agreements.
System Development & Maintenance:
- Participate in the development and maintenance of internal systems (AMI, LAMAS) to ensure accurate reflection of business requirements.
- Contribute to the creation of test cases and execute testing.
- Identify and resolve system deficiencies.
Managerial Assistance & Special Projects:
- Conduct research and prepare reports/projects as requested by senior staff.
- Coordinate statistical projects related to agreement data.
- Resolve outstanding sales and continuation issues.
- Provide updates and participate in meetings with industry and management.
- Train and provide guidance to other staff.
- Administer production unit allocation agreements.

Qualifications
Minimum two-year diploma in a related field such as Land Administration or Business Administration, Legal Administration or Geology, plus two years progressively responsible related experience preferably in the oil and gas sector.; or equivalent as described below.
Equivalency:
- Directly related education or related experience may be considered based on one year of education for one year of experience; or one year of experience for one year of education.
The following will be considered assets:
- Preference may be given to candidates with directly related work experience in oil and gas land administration.
- Experience working with IT systems to receive and process applications, such as ETS.
- Demonstrated experience in creating, interpreting, and applying legislation to routine and complex situations.
- Knowledge of relevant Acts and Regulations including but not limited to Mines and Minerals Act, Carbon Capture Tenure Regulation, Petroleum and Natural Gas Tenure Regulation, and the Mines and Minerals Administration Regulation.
