The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.
The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities
The Alberta Emergency Management Agency (AEMA) is seeking a strategic and experienced Senior IT Business Analyst to lead a team of analysts and drive technology enabled improvements that support Alberta’s disaster recovery efforts. As part of the Recovery Branch’s Business Operational Supports unit, this role provides expert business analysis, project leadership, and IT solution oversight to ensure systems, processes, and standards effectively support the delivery of disaster financial assistance and broader recovery operations. This is a pivotal position for someone who excels at bridging business needs with technology solutions in a complex, high impact environment.
Key Responsibilities
• Lead and mentor a team of business analysts, ensuring high quality analysis, documentation, and support.
• Oversee Recovery Branch systems (databases, SharePoint) and coordinate fixes, updates, and enhancements.
• Translate business needs into clear requirements and guide the development of IT solutions that meet policy and user needs.
• Lead IT and business process improvements, including feasibility analysis, business cases, and solution design.
• Serve as Product Owner for new and existing Recovery systems.
• Manage complex, multi stakeholder projects, including planning, risk management, and progress oversight.
• Coordinate change and transition activities, including UAT, system testing, production transitions, and user readiness.
• Represent the Branch in committees, working groups, and cross government initiatives.
• Support emergency operations as required, including extended or irregular hours during major events.

Qualifications
Required: University degree in Business, Computer Science or related, PLUS 4 years related experience or equivalent as described.
Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education
For Example:
Related 1 year certificate PLUS a minimum 7 years of experience
Related 2-year diploma PLUS a minimum 6 years of experience
Related minimum 8 years of experience
The successful candidate MUST also have:
• Experience translating business requirements into technical specifications.
• Background in IT system implementations, upgrades, and UAT.
• Ability to manage system transitions and production deployments.
• Experience coordinating cross functional IT projects.
• Strong understanding of SDLC and IT project management methods.
• Business analysis skills (requirements gathering, process mapping, documentation).
• Proficiency in SQL and familiarity with basic scripting (Python, JavaScript, PowerShell).
• Experience with Microsoft Power Platform (Power Automate, Power Apps, Power BI).
• Knowledge of IT governance, security, compliance, and ITSM practices.
• Strong analytical, problem solving, and communication skills.
• Proficiency with Microsoft Office, Teams, and SharePoint; familiarity with Jira/ServiceNow/Visio an asset.
Assets
• Certifications: CBAP, CAPM, PMP, ITIL, Prosci.
• Experience in public sector IT or Government of Alberta systems.
• Knowledge of cloud platforms, data governance, or enterprise architecture.
• Experience supporting change management and training during system transitions.
• Understanding of data quality and reporting best practices.
• Supervisory or coaching experience.
