Role Responsibilities
The Ministry of Assisted Living and Social Services is looking for a Senior Financial Analyst.
Reporting to the Manager, Capital Grants & Reporting, this role is responsible for administering a diverse portfolio of capital housing projects, including those owned by the Alberta Social Housing Corporation (ASHC) and those owned or operated by Housing Management Bodies (HMBs). The portfolio spans lodge facilities, seniors self-contained housing, and affordable and community housing projects.
The position supports a significant capital program, including $1.1 billion over three years to enhance affordable housing and social supports across the province. These initiatives include capital investments, capital grants and housing developments.
Key Responsibilities:
- Monitors the accuracy of financial information, investigates variances and provides financial advice relating to Assisted Living and Social Services financial reports and briefing information.
- Works with Assisted Living and Social Services Financial Reporting staff to confirm and reconcile related party transactions with other ministries.
- Examining, analyzing and interpreting complex financial data and making recommendations for improvements to enhance reliability of financial information.
- Reviews year-end working papers to support the financial templates and ministry financial information to ensure accuracy.
- Prepare monthly and quarterly capital reports to senior executive, Financial Support Services, and Treasury Board and Finance.
- Prepare other periodical reports to senior executive level and other government departments for investment project monitoring on the project delivery progress.
- Respond to and provide ongoing supports to external stakeholders (HMB and vendors) on the payment requirements, payment status, or any payment related inquiries, including the HOME system troubleshooting.
- Provide input and support the system implementation of the Housing component to ensure that business unit requirements are fully considered.
- Support the overall strategy for the delivery of capital projects based on knowledge of specific properties and projects within approved budgetary allocations.

Qualifications
Required:
- University degree in a related field plus 5 years progressively responsible related experience. Equivalences will be considered.
- A related diploma plus 7 years related experience.
- Project management experience and ability to manage complex projects.
Assets:
- Professional accounting designation (CPA) is considered an asset.
- Project Leadership certificate would be an asset.
- Experience and in-depth knowledge of financial reporting, financial administration, and financial modeling processes.
- Experience in analyzing and interpreting complex financial data.
- Ability to make recommendations for improvements to enhance the reliability of information in the financial statements.
- Proficiency in the use of financial software (e.g. Excel, SAP/1GX, etc.)
- Supervisory experience.
