The Financial Services Branch of Alberta Arts, Culture and Status of Women provides expertise and leadership in all financial matters affecting the ministries of Arts, Culture and Status of Women and Tourism and Sport. Located in downtown Edmonton, our group of professionals is client-focused, and we deliver our financial services while demonstrating the values of respect, integrity, excellence and accountability.
Role Responsibilities
Reporting to the Manager, Financial and Administrative Operations, the Senior Finance and Procurement Analyst is responsible for procurement, contract and payment controls, compliance and accountability.
The Senior Finance and Procurement Analyst is a key Accounting Officer for the Ministry and provides expertise across the full procurement and contracting lifecycle, including approvals, solicitation, contract management, payment and closeout. They ensure effective financial controls and accountability while identifying and implementing process improvements and risk mitigation strategies. The position also supports the review of daily financial transactions related to accounts payable, procurement cards, grants, contracts and expense claims. As the Ministry’s contracting systems expert, the role supports Alberta Purchasing Connection, SAP Ariba and SAP Fieldglass.
Job responsibilities include but are not limited to:
- Mitigate legal and financial risk exposure by identifying procurement and funding risks and recommending solutions. Identify risk management issues, evaluates and recommends strategies to address emerging issues. Applies discretion and professional judgment to advise on procurement and granting strategies and proposals.
- Develop and deliver training on contract and purchasing principles, policy and procedure to enhance or maintain the procurement capacity of the ministry.
- Examine the ministry's financial operations to provide assurance that the accountability processes in place are adequate.
- Support contract managers in navigating the procurement process, including assisting with reviewing drafted solicitation documents, developing evaluation criteria, reviewing drafted contracts or grant agreements and capturing procurement decisions as required for open and fair competition.
- Prepare or review other payables disclosures as required such as hosting and expenditure disclosures.
- Support staff in completing goods, services and related financial/payment transactions in SAP Ariba, navigating SAP issues and enforcing best practices throughout Ministry.
- Apply professional judgement in following Generally Accepted Auditing Standards (GAAS), Public Sector Accounting Bodies (PSAB) practices and Generally Accepted Accounting Principles (GAAP) in performing reviews.
- Provide cover-off for the Operations Senior Financial Analyst and the Operations Unit Manager.

Qualifications
Required:
- University Degree in a related field (eg. Commerce, Accounting, Business Administration)
Equivalencies:
- Accounting designation plus 3 years additional related experience.
Assets:
- Detailed knowledge of GoA financial legislation, internal controls, best practices and policies and procedures.
- Extensive knowledge and experience with contract and grant administration, risk management, internal contract frameworks, project management.
- Excellent verbal and written interpersonal and communication skills, and proven skills in facilitation, negotiation, conflict resolution and decision making.
- Ability to initiate and coordinate work, assess impacts, obtain end results and successfully implement change.
- Excellent organizational and time management skills, ability to foster a team environment, and ability to work with individuals at all levels of the organization.
- Thorough knowledge of financial operations and financial analysis including GoA legislation and policies and procedures especially the Financial Administration Act, Government Organization Act, Government Accountability Act, and Interpretation Act.
- Proficiency in the entire Microsoft Suite of Office Products and working knowledge of system applications for contract and grant management.
