The Professional and Program Services (PPS) Branch provides scientific and technical services to the Department of Energy and Minerals (and other Departments at times) to facilitate the development of policy and delivery of programs in a strategic and integrated manner across the Government of Alberta. It is the Department of Energy and Minerals’ nucleus of professional engineers and geologists, mapping expertise and program specialists, which are grouped into four areas: (i) Resource Mapping and Analysis, (ii) Engineering, (iii) Geology, and (iv) Program Development Implementation and Monitoring. The task of responding to and delivering upon the Branch’s client needs is managed by an active and comprehensive management structure with the objective of providing technical integrity and expertise, in accordance with the Association of Professional Engineers and Geoscientists of Alberta ('APEGA').
Role Responsibilities
Alberta Energy and Minerals is currently seeking an experienced and driven professional to join our Professional and Program Services (PPS) Branch as a Senior Engineer. This is an exciting opportunity for a highly skilled individual to contribute to the technical foundation of Alberta’s energy and mineral policy and operations.
Reporting to the Director of Engineering, the Senior Engineer is responsible for delivering critical technical inputs- assessments, advice, and expert opinions to support Government of Alberta policy and operations. This includes providing guidance on resource assessments, reservoir modeling, facility constraints, enhanced oil recovery schemes, energy metrics (including environmental emissions), upgrading and refining technologies, infrastructure evaluations, oil sands, petroleum and natural gas reserves, coal and mineral projects, CCUS, and land-use framework initiatives.
The role is central to understanding, evaluating, and communicating energy technologies to policy and decision-makers across Alberta Energy. The Senior Engineer independently identifies key programs and issues, develops strategies to meet objectives, and assesses impacts technical, geological, environmental, economic, and market-related on industry and the province.
As a Senior engineering specialist, the position applies advanced expertise in business, program management, and energy operations to deliver technically sound assessments in alignment with APEGA Professional Guidelines. The Senior Engineer also leads expert reviews and coordinates technical evaluations to support departmental goals and timelines.Technical and economic assessments related to Energy and Minerals program development/ management.
- Lead role in assessing industry proposals brought forward to the Department and coordinating assessment .
- Identify specific emerging issues requiring scientific input, meet with internal/industry geologists, geophysicists and engineers to discuss complicated issues.
- Compile and develop strategic analyses and technology papers on current technology trends and identify emerging issues.
- Actively acts as a Department technical representative and participate, in various roles (Chair, co-chair, or department representative) in research related organizations such as: Alberta Innovates Programs and Canadian Crude Quality Technical Association.
- Provide technical assessments of energy and mineral policies across jurisdictions (nationally and internationally) that impact Alberta's energy and mineral resources.

Qualifications
A minimum university graduation is Engineering (Chemical, Petroluem, Mechanical) or Geology or Geophysics, plus ten years of directly related experience as an engineer working on bitumen, oil, and natural gas projects in the oil and gas and oil sands industry.
Eligibility for membership with the Association of Professional Engineers and Geoscientists of Alberta ('APEGA') is also required.
Equivalency: Additional related education considered in lieu of experience on a one-for-one basis.
The following will be considered assets for this position:
- Master's degree in Engineering or MBA will be considered an asset.
- Experience in operating oil sands related facilities and expertise in determining energy and mass flows and balances for integrated projects.
- Experience in the downstream sector of the oil and gas industry.
- Experience assessing reserves, associated production capacities, and determining production profiles (e.g. well life, peak production, well decline, and material balances).
- Strong project management knowledge and experience.
